NEW BUSINESS

766 Hunt Lane

The Board accepted Mr. and Mrs. Sica’s appeal of the BAC’s decision to install an oval window in the second-floor laundry room and approved the second option of a rectangle double hung window at 766 Hunt Lane.

ANNUAL MEETING

Mayor Ceriello moves into the annual meeting by reading the following appointments and resolutions:

BE IT FURTHER RESOLVED, that pursuant to §4-400 of the Village Law of the State of New York, The Board of Trustees approves the following appointments by the Mayor:

MAUREEN MCLEAN, be re-appointed DEPUTY CLERK for a term of one (1) year, expiring on the first Monday of April 2024;

ANTHONY DiPROPERZIO, be re-appointed CODE ENFOPRCEMENT OFFICER, for a term of one (1) year, expiring on the first Monday of April 2024;

PATRICIA MILLER, be re-appointed ACTING VILLAGE JUSTICE, for a term of one (1) year, expiring on the first Monday of April 2024;

ROBERT MORICI, Morici & Morici, LLP, be re-appointed VILLAGE ATTORNEY for a term of one (1) year, expiring on the first Monday of April 2024;

BE IT FURTHER RESOLVED, that the firm of SATTY, LEVINE & CIACCO, CPA’s, be re-appointed to provide accounting services and the Village’s annual audit, for a term of one (1) year, expiring on the first Monday of April 2024;

BE IT FURTHER RESOLVED, that the MANHASSET PRESS, a newspaper published in Manhasset, Town of North Hempstead, New York, be and hereby is designated as OFFICIAL NEWSPAPER of the Incorporated Village of Munsey Park for the official year ending on the first Monday of April 2024, pursuant to §4-412 of the Village Law of the State of New York; and

BE IT FURTHER RESOLVED, that the Investment Policy is updated to reflect that the First National Bank of Long Island will remain the Village’s Official Bank;

BE IT FURTHER RESOLVED, that the First National Bank of Long Island is hereby designated as the OFFICIAL DEPOSITORY for the current official year and that the Clerk/Treasurer be authorized to deposit funds as outlined in the Investment Policy adopted by the Board of Trustees on January 14, 1987 and amended June 12, 1996; and

BE IT FURTHER RESOLVED, that the Accounting Policy that all bills are reviewed by Trustee Antonio D’Angelo and all accounting entries are reviewed by Vito Belcastro, of Cullen & Danowski, LLP., Certified Public Accountants, for any adjustments and reconciliation;

BE IT FURTHER RESOLVED, that all meetings of the Village Board of Trustees shall begin at 7:30p.m.; and

BE IT FURTHER RESOLVED, that the Meeting dates for the forthcoming Official Year are as follows:

BE IT FURTHER RESOLVED, that the Board of Zoning & Appeals (BZA) meetings shall be held as needed on the Third Monday of the month and begin at 7:00p.m.;

BE IT FURTHER RESOLVED, that the Board of Trustees has determined that attendance by certain municipal officers and employees at one or more meetings during the coming official year will benefit the municipality and the Clerk/Treasurer or Deputy Clerk/Court Clerk be, and hereby is authorized to attend the regular meetings of their respective State, county and local associations; and

BE IT FURTHER RESOLVED, that the member of the Zoning Board of Appeals, the Mayor and the Board of Trustees are authorized to attend any training schools as required or deemed appropriate;

BE IT FURTHER RESOLVED, that the Village Justice and Acting Village Justice are authorized to attend State or County continuing Judicial Education Programs; and

BE IT FURTHER RESOLVED, that the Board of Trustees shall approve reimbursement to such officers or employees for actual expenses and/or for mileage at the rate per mile set by the Internal Revenue Service for travel in their personal automobiles to these meetings, schools and conferences.

Mayor Ceriello made a motion to approve the appointments and resolutions, seconded by Trustee LiCalzi and approved by all.

MPWC FUN RUN FOR CHARITY

Trustee LiCalzi made a motion to approve the MPWC Fun Run on Saturday, June 3, 2023, between 9:00 am to 10:30 am, seconded by Trustee Im and approved by all.  The race will begin and end at Waldmann Park.  The event course will remain the same as in previous years.

FINANCIAL REPORT

Deputy Mayor D’Angelo reported three highlighted expense items this month which included the village audit, village landscaping/tree pruning and employee/retiree medical.  The village and court audits were presented for the Board’s review and approval of such audits will be placed on the agenda for the May BOT meeting. 

MEMORIAL DAY

Trustee LiCalzi will once again be organizing the Memorial Day Ceremony at Waldmann Park.

PUBLIC SAFETY

·         POLICE REPORT: The Police Report for March 2023 notes one Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 35 summonses (27 Movers and 8 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for March 2023 notes total fines assessed in the amount of $4,638.

·         BUILDING REPORT: The Building Report notes that between June 1, 2022, to April 11, 2023, a total of 143 permits have been issued totaling $176,854.16 in Building Permit Fees.

 A motion to approve the minutes for the February 8, 2023 Board of Trustees meeting was made by Mayor Ceriello, Seconded by Trustee Im and approved by all.

PROPOSED TENTATIVE BUDGET 2023/2024

The tentative budget was prepared and provided to each member of the BOT prior to March 20, 2023 with additional copies available for review at Village Hall.   Tonight, the tentative budget was presented, reviewed, and discussed with the board members in attendance.   Any changes to the tentative budget will be explained and placed on record at the Public Hearing on April 12, 2022.  Notice of the public hearing will be published in the Manhasset Press at least five days before the Public Hearing.  

 

MAYOR’S REPORT

BUDGET HIGHLIGHTS AND TENTATIVE PROJECTS 2023-2024

The Board was pleased to announce that the tentative budget proposes no increase in this year’s Village tax. Various proposed projects for this year include renovations to Village Hall (we have secured a $50,000 DASNY Grant to offset some of the costs), beautification of the Village’s cul-de-sacs and various road improvement projects.

VILLAGE TRAFFIC

Mayor Ceriello stated that he is in discussion with the Sixth Precinct regarding the installation of License Plate Readers (LPR).  In addition, he is waiting for the traffic study report from Cameron Engineering which will provide pertinent information needed to lower the village speed limit.

 FINANCIAL REPORT

Deputy Mayor D’Angelo reported two significant expenses this month.  The final payment for road repairs for $45,242 to United Paving and monthly employee health care insurance which increased to $14,133 due to an additional family coverage.   It was also noted that revenue for the building permit fees is down by approximately $76,500 based on the current year’s projection of $248,000.  The Village’s fiscal year ends on May 31, 2023.    

PUBLIC SAFETY

 POLICE REPORT: The Police Report for January 2023 notes no Burglary-Residence, no Burglary-Business, no Robberies, one (1) Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 39 summonses (34 Movers and 5 Parkers). 

 JUSTICE REPORT: The Monthly Justice Report for February 2023 notes total fines assessed in the amount of $573.00.

 BUILDING REPORT: The Building Report notes that between June 1, 2022, to February 1, 2023, a total of 134 permits have been issued totaling $171,426.16 in Building Permit Fees.

MAYOR’S REPORT

CAPITAL IMPROVEMENTS

Mayor Ceriello updated the Board on capital improvement projects which includes another road improvement project and upgrade in landscape and irrigation to the Village’s Cul-d-sacs.

National Grid has notified the Village that it plans to replace gas mains this year on the following roads:

  • Kensett Road (from Trumbull Road to Bartlett Drive)

  • Barnard Place

  • Abbey Road (from Hunt Lane to Kensett Road)

  • Trumbull Road (from Martin Place to Waldmann Memorial Park)

  • Park Avenue (from Morse Lane to the Abbey Road traffic light)

  • Waldo Lane (portions)

  • Eakins Road (from Ryder Road to Hunt Lane)

  • Inness Place

 

The Mayor and Jim Antonelli, Village Engineer, are working with National Grid to determine their portion of reimbursement for the pavement of such roads. 

The second Capital Improvement Project is the beautification of the Village’s cul-de-sacs.   To begin, Manhasset Lakeville Water District (MLWD) will provide a connection to the existing water line and then the Village will install the irrigation.  Once irrigation is installed, a landscape design will be selected which will include various low maintenance plantings.

NEW BUSINESS

GOVERNOR HOCHUL’S PROPOSED HOUSING PLAN

Mayor Ceriello updated the Board on how, if adopted, Governor Hochul’s proposed housing plan will have drastic consequences for the Village. The Mayor encouraged all residents to send a letter to Senator Martins and Assembly Member Gina Sillitti to express their disappointment in, and strong opposition to, Governor Hochul’s plan which will deprive Munsey Park Village and all other communities on Long Island of their right to determine how and where development occurs.  The Mayor said he will continue to represent and inform residents as developments progress from this strongly proposed mandate.

SCA FAIR

The Board approved the SCA Fair date On Saturday, May 6, 2023 from 9 AM to 6 PM and will continue to place "No Parking" signs on designated streets on the day of the fair.

 BUILDING REPORT: The Building Report notes that between June 1, 2022 to February 1, 2023 a total of 127 permits have been issued totaling $153,709.00 in Building Permit Fees.

AT A SPECIAL / REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE

INCORPORATED VILLAGE OF MUNSEY PARK HELD ON January 30, 2023:

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE INCORPORATED VILLAGE OF MUNSEY PARK AUTHORIZING THE TRANSFER OF CERTAIN VILLAGE FUNDS TO A CERTIFICATE OF DEPOSIT.

 

WHEREAS, the First National Bank of Long Island is designated as the official bank for the Incorporated Village of Munsey Park;

WHEREAS, The Incorporated Village of Munsey Park maintains a checking account with the First National Bank of Long Island, comprised of Village money, used in conducting the regular business of the Village;

WHEREAS, the money in the checking account can produce a higher yield being held in Certificates of Deposit (hereinafter referred to as “CD”);

WHEREAS, current yields on certificates of deposit with the First National Bank of Long Island are 4.03% APY for a three (3) month CD;

WHEREAS, gaining a higher yield through a short-term CD is in the best interests of the Village and it’s residents;

NOW, THEREFORE, BE IT RESOLVED that the INCORPORATED VILLAGE OF MUNSEY PARK:

That one million dollars ($1,000,00.00) dollars from the Village’s Checking Account be transferred to a three (3) month CD with the First National Bank of Long Island, at the rate set forth above;

NEW BUSINESS

GABRIELLI – 17 Manhasset Woods Road

Ms. Gabrielli came before the Board to appeal the Building Advisory Committee’s (BAC) decision regarding the color of her front exterior door’s matching sidelights.  The Board decided to discuss the appeal with the BAC before rendering a decision. 

 DOROSZCZYK – 188 Manhasset Woods Road

Mayor Ceriello made a motion to approve the Landscape Plan for the Doroszczyk’s residence at 188 Manhasset Woods Road, Seconded by Trustee Williams and approved by all.

 WHITE – 700 Hunt Lane

Trustee Williams made a motion to approve an in-ground basketball hoop where the pre-existing one (pole) was located, seconded by Mayor Ceriello and approved by all.

 

MAYOR’S REPORT

 WHOLE FOODS

 Mayor Ceriello and Anthony DiProperzio, VMP Code Enforcer, met with Kimco Realty to discuss a parking plan for the Whole Foods refrigeration trucks that park overnight during certain periods of the year, typically holidays.  To assist the residents on Park Avenue from the disruption of these trucks, the Village approved a modification of the site plan to allow for a temporary permit to park along Northern and Port Washington Boulevard for three weeks (two weeks in the winter and one week in the summer).

 

  NATIONAL GRID

National Grid has notified the Village that it plans to replace the gas mains on certain roads in the Village this year.  While no firm date has been set for commencement of the work, we have asked National Grid to plan on doing the work in the summer.  The following streets are affected:

  • Kensett Road (from Trumbull Road to Bartlett Drive)

  • Barnard Place

  • Abbey Road (from Hunt Lane to Kensett Road)

  • Trumbull Road (from Martin Place to Waldmann Memorial Park)

  • Park Avenue (from Morse Lane to the Abbey Road traffic light)

  • Waldo Lane (portions)

  • Eakins Road (from Ryder Road to Hunt Lane)

  • Inness Place

The work by National Grid principally entails cutting a two-foot wide channel the length of the project area. Once the work in the street is completed, connections to individual homes will be replaced.   Once all work is completed by National Grid, the Village expects to repave the affected streets from “curb to curb”. 

 

 FINANCIAL REPORT

Deputy Mayor D’Angelo reported several significant expenses this month.  The cleaning of ninety-eight (98) catch basins throughout the Village for $16,780 and the tipping fee associated with removal of the debris (66,000 lbs.) for $6,202.  The Board thanked the road crew for their prudence by saving the Village approximately $19,000 by tipping the catch basin debris themselves.   The last highlighted expense was for the installation of the holiday lighting and decorations around the Village for $19,934.

NEW BUSINESS=

GIRL SCOUT GOLD AWARD

Sophia Koutsourakis presented her Girl Scout Gold Award Project which includes purchasing recycling bins for Waldmann and Copley Pond Park. Once her project is approved by the Girl Scouts she will contact Ted Boutzalis, Maintenance Supervisor, to select the style/color of the recyclable bins and finalize exact location and installation.   

ARBOR DAY

The Village is scheduled to plant up to 50 specimen trees throughout the Village during the 2022/23 planting season (which runs from the first frost in Autumn, 2022 through April, 2023).  The first such tree – an Acer rubrum (“October Glory” Red Maple) – will be planted on December 19, 2022 in Copley Pond Park.  This planting is a continuation of the multi-year efforts of the Board to restore the tree canopy in the Village with a diversity of specimen trees, including oaks, maples, elms, beeches and other specimen varieties. 

 

FINANCIAL REPORT

Deputy Mayor D’Angelo reported one highlighted expense for November which included $14,615.00 to ACA Electric for the various electrical projects around the Village.  

 

PUBLIC SAFETY

Trustee Williams presented the following reports:

·         POLICE REPORT: The Police Report for October 2022 notes four (4) Auto Accidents, None (0) Burglary-Residence, None (0) Burglary-Business, None (0) Robberies, None (0) Larceny-Auto incident, Two (2) Larceny (other than auto), None (0) Criminal Mischief incidents and a total of 31 summonses (25 Movers and 6 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for November 2022 notes total fines assessed in the amount of $3,194.00.

·         BUILDING REPORT: The Building Report notes that between June 1, 2022 to December 8, 2022 a total of 110 permits have been issued totaling $138,480.00 in Building Permit Fees.

Deputy Mayor D’Angelo reported two highlighted expenses for October which included  $429,612 to United Paving for the road work project and an increase to Salerno Insurance for our yearly renewal of approximately $12,000.

·         POLICE REPORT: The Police Report for October 2022 notes one (4) Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, two (2) Larceny-Auto incident, one (1) Larceny (other than auto), no Criminal Mischief incidents and a total of 40 summonses (34 Movers and 6 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for October 2022 notes total fines assessed in the amount of $7,384.

·         BUILDING REPORT: The Building Report notes that between June 1, 2022 to November 1, 2022 a total of  91 permits have been issued totaling $121,806.00 in Building Permit Fees.

MAYOR’S REPORT

VILLAGE HISTORIAN

Mayor Ceriello made a motion to reappoint Andrew Cronson as MP Village Historian, seconded by trustee Im and approved by all.  The Planting Fields Foundation is celebrating the 200th anniversary of the birth of Frederick Law Olmsted, the mind behind so many brilliant landscape designs on Long Island and throughout the country.  To mark this special occasion, Planting Fields is participating in a series of programs that are all part of the greater Olmsted 200 celebration.  This celebration will include a guided walking tour of Munsey Park given by Andrew Cronson on October 23rd from 10 to 11:30 AM.  

REPAVING PROJECT

Mayor Ceriello updated the Board that by Friday paving should be complete and the striping will be completed the following week.

VILLAGE SPEED LIMIT

Rebecca Goldberg from Cameron Engineering presented the details involving the proposed traffic study.

The traffic study is being undertaken in connection with a proposed reduction of the speed limit on all Village roads to 25 mph.  Although a recent NYS legislative change allows the Village to reduce the Village-wide speed limit to 25 mph, a study must demonstrate that the lower speed limit is warranted for public safety.  The tubes will remain in place for 7 days measuring volume and speed of traffic. In addition, a traffic study will also determine the source of Village traffic.  This part of the study is conducted by capturing an image of license plates entering and exiting the Village.  The Mayor made a motion to approve the traffic study, seconded by Trustee Williams and carried as follows:

Mayor Ceriello made a motion to approve the IMA (Inter Municipal Agreement) with the Town of North Hempstead, seconded by Deputy Mayor D’Angelo and approved by all.

SHOP AROUND THE BLOCK

Trustee Williams made a motion to approve Shop Around the Block on November 4, 2022 from 10 am to 2 pm, seconded by Deputy Mayor D’Angelo and approved by all.

LIGHT THE NIGHT

Mayor Ceriello made a motion to approve Light the Night on December 4th, seconded by Deputy Mayor D’Angelo and approved by all.

 

THE FOLLOWING PERMIT APPLICATIONS AND THE ASSOCIATED PLANS ARE AVAIABLE AT VILLLAGE HALL:

FENCE APPLICATION (MEYER 108 ABBEY)

The Board approved a 5-year non-renewable gate/fence permit at 108 Abbey Road.  The Solid fence was approved for the side wall with a 4-foot drop connected to a gate with turkey wire installed on all remaining sides.

EXISTING FENCE (LIN – 112 Borglum)

The Board decided to postpone their decision regarding this pre-existing fence permit application pending further discussion and observation of the existing fence.

CHANGE OF GRADE (HSEUH -21 Kensett)

Trustee LiCalzi made a motion to approve the change of grade (elongate the previously approved retaining wall), seconded by Trustee Williams and approved by all.  It was noted that the change of grade will help contain water runoff and capture yard space.

RETAINING WALL (KARMOIL 570 Hunt Lane)

Deputy Mayor D’Angelo made a motion to approve the retaining wall ay 570 Hunt Lane with the same look and character as existing and to be moved on to the Village ROW (3 feet SW), seconded by Trustee Im and approved by all. 

FINANCIAL REPORT

Deputy Mayor D’Angelo reported one highlighted expense for $5,600 to Northern Masonry for concrete grinding at 78 locations.  It was also noted that the building permits revenue is above budget at this time.

PUBLIC SAFETY

Trustee Williams presented the following reports:

·         POLICE REPORT: The Police Report for September 2022 notes one (4) Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 20 summonses (12 Movers and 8 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for September 2022 notes total fines assessed in the amount of $6,653.

·         BUILDING REPORT: The Building Report notes that between June 1, 2022 to October 5, 2022 a total of 77 permits have been issued totaling $108,550.00 in Building Permit Fees.

MAYOR’S REPORT

PLANTING FIELDS FOUNDATION

 JIMMY’S RUN

The Mayor reminded the Board that Jimmy’s Run (Lead the Way Foundation) will take place on September 11, 2022.  The Mayor asked Ted Boutzalis and Kevin Staino (MP Road Crew) to assist The Lead The Way Foundation by providing traffic and safety control to all participants and Village residents. The Mayor also announced that there will be a ceremony immediately following the run and Trustee LiCalzi mentioned that he will be one of the speakers at the event. 

VILLAGE SPEED LIMIT

The Mayor announced that Governor Kathy Hochul signed into law a measure that will allow towns and villages to lower the speed limits on local streets to 25 mph.  The Village will begin the process to lower the limit which includes a traffic study which supports the lower limit.

 BUILDING ADVISORY COMMITEE

Mayor Ceriello made a motion to appoint Michelle Denihan as the newest Building Advisory Committee (BAC) Member, seconded by Trustee LiCalzi and approved by all.  The Mayor thanked out-going BAC member Diana Alexiou her for her service to the Village. 

 ROAD WORK PROJECT

Jim Antonelli, Village Engineer, reported that six bids were submitted for the Village’s next Road Work Project.  The low bidder for the combined project was United Paving Corporation of East Norwich, NY, with a bid of $415,470.50. Based on Mr. Antonelli’s recommendation, in conjunction with the Board’s review of the submitted bid documents, a motion was made by Mayor Ceriello to accept the bid of the United Paving Corporation of East Norwich, N.Y., seconded by Deputy Mayor D’Angelo and carried as follows:

WANG – Trumbull Road

Mr. Wang replaced his driveway and based on the inspection of the Village’s Code Enforcer; the driveway is a few inches wider than the code allows.  The contractor received a violation, and the homeowner paid the imposed fine.  The driveway was approved as a legal/non-conforming which means that if/when the driveway is replaced the width will return to Village Code.  Documentation stating that this driveway was permitted as a legal non-conforming will be placed in the homeowner’s house file. 

 102 BORGLUM ROAD

The Village received an application for a rear yard fence replacement at 102 Borglum Road whereby the property line runs adjacent to Port Boulevard.  The fence is considered a "permanent" fence.  The resident would like to install a white PVC fence in place of the wood stockade fencing.  Mayor Ceriello motioned to approve the rear fence at 102 Borglum Road, seconded by Trustee Williams and approved by all.

FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the Village is starting to see the benefits of the new garbage contract which is down from $45,000 to $35,500.  Two significant expenses in the past two months are electric repairs which have been running about $4,000 a month and tree maintenance of approximately $3,000 to $4,000 a month.

BED BATH & BEYOND UPDATE

Mayor Ceriello updated the Board on the status of the vacant Bed Bath & Beyond/Whole Foods site. The Mayor has heard speculation of potential tenants but nothing has been confirmed.  He will continue to update the Board on the future of this building and the Benihana/Chase properties as well.

JIMMY’S RUN

Jimmy’s Run (Lead the Way Foundation) will take place on September 11, 2022.  The Mayor asked the organizers that this year’s run should include better signage along with supervised traffic control.  Motion to approve Jimmy’s Run in the Village on September 11, 2022 was made by Trustee LiCalzi, seconded by Trustee Williams and approved by all. 

FINANCIAL REPORT

Deputy Mayor D’Angelo reported two highlighted expenses in June which covered purchasing a used lawnmower and a preventive road maintenance project which included the application of a hot seal to various roads within the Village.

GIRL SCOUTS – TROOP 560

Troop 560 came before the Board to present their group project to create a sustainable garden in Copley Pond as well as construct several robin boxes.   Georgia Katsoulis will be reaching out to Ted Bouzalis to coordinate the days the girls will be working in the park.

MOLINARO – 345 KENSETT ROAD

Mr. Molinaro returned to speak to the Board to present an amendment to an existing fence permit.  The Board approved the new permit for a six-foot fence, using the same previously approved material and located on the property line that abuts the Village of Flower Hill.        

FULGIERI – 29 ALSTON PLACE

The Board approved the gate application presented by Manie Fulgieri of 29 Alston Place.   The gates on each side will be round top with matching posts and the 10-foot gate will be screened on both sides with landscaping. 

 PRESENTATION – ELECTRICAL INFRASRUCTURE

Alex Allimonos, ACA Electric, came before the Board to discuss options to upgrade the electrical infrastructure within the Village.  After a lengthy discussion, it was decided that Alex would create a cost analysis/timeline of upgrading the lighting in the parks and return to present his proposal to the Board.

END OF THE YEAR BUDGET TRANSFERS

Deputy Mayor D’Angelo presented the Budget transfers as of May 10, 2022 (see attached).

NEW BUSINESS – BOARD OF TRUSTEES

PULEO- 51 KENSETT ROAD

Valentina Puleo from 51 Kensett Road, came before the Board with an application to replace an existing concrete retaining wall with a segmental block retaining wall.  The proposed retaining wall will be located in the same location as existing.  After much discussion, the Mayor announced that the approval for the retaining wall will be granted contingent upon Tony DiProperzio’s (Building Code Enforcer) findings to the following questions:

  • Is the wall set back from the property line according to the code?

  • Does the wall on the far side need to be screened with landscaping?

  • Is the materials/method of construction approved according to code?

 Mayor Ceriello concluded that once these questions have been answered and addressed the permit will be issued.

MANNINO – 353 PARK AVENUE

Calogero Mannino from 353 Park Avenue, came before the Board with an application to install a rear yard fence with gates.  According to Code 200-37 It shall be unlawful to construct a fence in the Village of Munsey Park except that in certain cases of hardship.  In this case, a hard ship was not proven and the code remains.  The Board unanimously denied the applications as follows:

BE IT FURTHER RESOLVED, that the member of the Zoning Board of Appeals, the Mayor and the Board of Trustees are authorized to attend any training schools as required or deemed appropriate;

BE IT FURTHER RESOLVED, that the Village Justice and Acting Village Justice are authorized to attend State or County continuing Judicial Education Programs; and

BE IT FURTHER RESOLVED, that the CODE ENFORCEMENT OFFICER is authorized to attend the annual State Building Officials Conference; and

BE IT FURTHER RESOLVED, that the Board of Trustees shall approve reimbursement to such officers or employees for actual expenses and/or for mileage at the rate per mile set by the Internal Revenue Service for travel in their personal automobiles to these meetings, schools and conferences.

MPWC KIDS FUN RUN FOR CHARITY

Motion to approve the MPWC 12th Annual Kids Charity Fun Run and Fair on Saturday, June 4, 2022 was made by Trustee Im, seconded by Deputy Mayor D’Angelo and approved by all.  The Race will begin and end at Polliwog Pond and will take place from 9:00 AM to 10:30 AM.   Road closures starting at 8:30 AM with the following roads affected: Kensett (at Trumbull to Blackburn), Trumbull (dead-end to Waldo), Abbey (between Trumbull and Kensett), Barnard (entire street), Waldo (entire street), Bingham (entire street) and Blackburn (Kensett to Waldo).   

MOVIE NIGHT

Trustee Im reported to the Board that the MP Movie Night will be held on Tuesday, June 21st with a rain date of Wednesday, June 22nd.  The Village of Munsey Park will pay for the movie screen and The Munsey Park Woman’s Club will pay for the movie rights and ice cream.  Trustee Im made a motion to approve the MP Movie Night, seconded by Deputy Mayor D’Angelo and approved by all.

PUBLIC SAFETY REPORT

 Trustee Williams spoke with Lieutenant Patrick O’Neill from the sixth precinct regarding the recent local car break-ins.  Lt. O’Neill said they are increasing their nighttime patrols in the area with both marked and unmarked police vehicles.  He suggested MP host a town hall meeting in person or via zoon to discuss how car owners can prevent such break-ins by locking their car doors and not leaving the key fob inside the vehicle.  Trustee Williams will be sending out an email to residents to report his discussion and highlight this very effective way to deter such crimes. 

·         POLICE REPORT: The Police Report for February 2022 was presented by Trustee Williams, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, one Larceny-Auto incident, two Larceny (other than auto), one Criminal Mischief incidents and a total of 42 summonses (36 Movers and 6 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for March 2022 was presented by Trustee Williams with total fines assessed in the amount of $2,471.00.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 to April 7, 2022 a total of 148 permits have been issued totaling $214,672.44 in Building Permit Fees.

 21 KENSETT ROAD

Thomas Fox, architect, came before ethe Board to discuss the regrading of a new house to replace the existing at 21 Kensett. The present site is eight (8) feet above curb level and goes down on all sides (two neighbors, Waldmann Park at rear and Flower Hill on the north side).  The existing hill poses run-off issues to the existing driveway and to the adjacent properties.  In addition, the homeowner would like to have a backyard patio at grade.  The new home will remain on a slight hill four (4) feet above grade level.   Motion to approve the re-grading plans at 21 Kensett Road was made by Trustee Williams, Seconded by Trustee LiCalzi and carried as follows:

INTRODUCE LOCAL LAW 1 – 2022

 Mayor Ceriello announced the proposal of Local Law 1 – 2022 pursuant to subdivision 5 of General Municipal Law 3-c, which expressly authorizes a local government’s governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty (60%) of said governing body.  There will be a public hearing and vote on this local law, known as proposed Local Law 1 – 2022 at the next regularly scheduled meeting of the Board of Trustees on April 13, 2022.

SCA FAIR

Mayor Ceriello announced that the annual SCA Fair will be held on Saturday, May 7, 2022 from 9 AM to 5 PM in the Munsey Park School Field.  The Village will provide and place “No Parking Signs” on designated Munsey Park Streets the day of the fair. 

 EXECUTIVE SESSION

Motion to close the Board of Trustees Public Meeting to go into Executive Session to discuss potential litigation was made by Deputy Mayor D’Angelo, seconded by Mayor Ceriello and approved by all at 8:16 PM.

Motion to resume the Board of Trustees Public Meeting and close Executive Session was made by Deputy Mayor D’Angelo, seconded by Trustee Williams and approved by all at 8:38 PM.

 FINANCIAL REPORT

PRESENTATION OF TENTATIVE BUDGET

Deputy Mayor D’Angelo and the Board discussed the presented budget.  The following items were changed:

  • Aim (NYS Revenue Sharing) $10,547

  • Chips $182,806

  • (SLFRF) State and Local Fiscal Recovery Funds $138,409

  • Holiday decorating $7,500

  • Regroup Trees to reflect $45,000

 

MAY 31, 2021 AUDITED FINANCIAL STATEMENTS

The Mayor announced that the Board will vote to approve the May 31, 2021 Audited Financial Statements at the Annual Meeting held on April 13, 2022.

 NEW BUSINESS

 142 REVERE ROAD

 142 Revere Road received several violations for not requiring proper permits.  The homeowners were sent to the BAC for design approval (siding/roofing) and the BAC denied their application, leaving the BOT the opportunity to accept or appeal the BAC’s decision.  Mayor Ceriello acknowledged that the homeowners have extenuating circumstances that prevented them from receiving the proper permits.  The Mayor moved to conditionally approve the work that is in place as long as said owners own the home.  Furthermore, once the title changes for 142 Revere Road that conditional approval will expire.  Motion was seconded by Trustee Williams and approved as follows:

 GIRL SCOUTS SILVER AWARD

Troop leader, Gorgia Katsoulis, asked the Board if her troop could complete their Silver Award “Take Action Project” which is a sustainable outdoor project in Copley and Waldmann Park.  After much discussion, it was determined that 18 bat boxes would be the best project for the troop.  Ms. Katsoulis will present the approved idea to the troop, and they will present the details of the project at a future board meeting.

 FINANCIAL REPORT

Deputy Mayor D’Angelo reported several highlighted expenses in January.   First, Integrity Tree Care for a Right of Way Tree on Ryder Road for $6,500. Northern Masonry for $5,488 for road repair on Kensett Road and Blackburn Lane and a final payment to United Paving for $22,379 for the road repair project.  Deputy Mayor D’Angelo also stated that the FYE 2023 Tentative Budget was sent to all Board members for their review and input to be shared at the March BOT meeting.

CARTING CONTRACT

Mayor Ceriello reminded the Board that the Village’s current five-year garbage contract ends in May.   Request for Proposals (RFP) will be announced and posted publicly requesting contractors to submit bids on a possible 3/5/7-year contract.  The Mayor will continue the discussion regarding the specifications of the RFP at the February meeting.

FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the Village is above budget in terms of revenue.  Currently, he is working on a preliminary budget for the next fiscal year.

AC COMPRESSOR

Resident, Malinda Gillan, came before the Board to discuss Permit Number: 8962 (AC Compressor). After much discussion, the Mayor will confer with Anthony DiProperzio, Munsey Park’s Code Enforcement Officer, regarding the placement of the AC Compressor and subsequent screening. 

RESOLUTION APPROVING ELECTIONS INSPECTORS

Mayor Ceriello proposed the following resolution: RESOLVED, that pursuant to section 15-116 of the NYS Election Law, this Board does hereby appoint the following persons to serve as Inspectors of Election on Election Day, March 15, 2022 from Noon to 9 pm:  Karen Ghaffari – 55 Dartmouth Road, Manhasset and Deanna Chantly – 100  Knickerbocker Road, Manhasset and it was further RESOLVED, that compensation shall be at the rate of $200 per day.

 BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 and, November 4, 2021, a total of 88 permits have been issued totaling $139,745.00 in Building Permit Fees.

 LIGHT THE NIGHT

Mayor Ceriello announced that Light the Night will take place on December 5, 2021 at 5 PM.  The Village will assist the Munsey Park Woman’s Club by selling lighting kits at Village Hall and coordinating the tree lighting event that will take place on the same night.

Mayor Ceriello read the following resolution:

RESOLUTION DESIGNATING THE OFFICES TO BE FILLED AND THE TERMS THEREOF, THE POLLING PLACE AND THE HOURS OF POLLS

Mayor Ceriello offered the following resolution and moved for its adoption:

WHEREAS, the next General Election for Village Justice and two Trustees each for a 2 year term for the Incorporated Village of Munsey Park, will be held on Tuesday, March 15, 2022 and

WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open;

NOW, THEREFORE, BE IT RESOLVED:

1.      That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and

2.      Polls will be open for the General Village Election to be held on Tuesday, March 15, 2022, between the hours of 12 noon and 9:00 pm.

AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating that the polling place and the hours the polls will be open at least sixty (60) days prior to the General Village Election.

JULIE VIOLA 5K RUN – August 13, 2022

Laura Viola Towey appeared via telephone to discuss her proposal – a 5K run in dedication to her late sister Julie Viola. Julie Viola, at the age of 33, was diagnosed with a rare salivary gland cancer. Unfortunately, in November of 2016 Julie Viola passed away. Julie Viola was an inspiration for many, she raised tens of thousands of dollars for cancer research by participating in walks, runs, and events. Throughout her battle with cancer, Julie carefully documented and participated in clinical trials, often as the only participant. Because of this fact Julie Viola has been written up in worldwide medical journals having made breakthroughs in cancer treatments.  

Further, Julie was an avid runner and an elementary school teacher at PS 100 in Ozone Park, Queens, where she taught kindergarten through 3rd grade for 20 years. For these reasons, Julie Viola’s family wants to dedicate a 5K run to benefit Munsey Park Elementary School.

A motion to approve Laura Viola Towey’s request for a 5K run/walk in honor of her sister Julie Viola on August 13, 2022, was made by Mayor Ceriello, seconded by Trustee Williams and approved as follows:

Deputy Mayor D’Angelo delivered the financial report to the Board, highlighting this month’s underlined expenses were for waste removal and electrical wiring in regard to the installation of the fountain light; and that certain funds were received for reimbursement of the costs of the Village associated with Hurricane Ida.

PUBLIC SAFETY REPORT

 POLICE REPORT: The Police Report for September 2021, was presented by Trustee Williams, stating  no Burglary-Residence, no Burglary-Business, no Robberies, two Larceny-Auto incident, one Larceny (other than auto), one Criminal Mischief incidents and a total of 12 summonses (12 Movers and 0 Parkers). 

 JUSTICE REPORT: The Monthly Justice Report for September 2021 was presented by Trustee Williams with total fines assessed in the amount of $800.00.

 BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 and October 7, 2021, a total of 68 permits have been issued totaling $124,780.00 in Building Permit Fees.

 Motion to close the Board of Trustees meeting was made by Deputy Mayor D’Angelo, seconded by Trustee Williams and approved by all at 8:38 PM.

 JIMMY’S RUN – SEPTEMBER 19, 2021

Trustee LiCalzi explained that for the first time The Village will host the 2021 Jimmy’s 5K Run which in years past has been held in New York City.  This fundraising event is intended to benefit the Army Ranger Lead the Way Fund which provides financial support to U.S. Army Rangers and the families of those who have died, been disabled or are currently serving in harm’s way around the world.  This run is named after Sgt. James (“Jimmy”) J. Regan who was killed in action in 2007.  Jimmy was raised in the family home on Park Avenue, attended Munsey Park School and following graduation from Chaminade High School attended Duke University where he played on the lacrosse team. 

The course will begin at approximately 10:00 AM at the LIRR train station and proceed up Park Avenue past the former Regan home on the corner of Morse Lane where runners will turn right to Hunt Lane and then follow Hunt Lane past Munsey Park School and then right on Manhasset Woods Road to Park Avenue and back to the train station.

A motion to approve Jimmy’s Run on September 19, 2021 was moved by Deputy Mayor D’Angelo, seconded by Trustee LiCalzi and approved as follows:

HURRICANE HENRI

The Mayor acknowledged the road crew: Larry Staiano, Kevin Staiano and Ted Boutzalis for their hard work and preparedness for Hurricane Henri. 

ROAD/TREE PRUNING UPDATE

The Mayor reported that all the road work and associated striping is complete as well as all the tree pruning of the Village’s Right of Way (ROW) trees. 

SIXTH PRECINCT

The Mayor and Trustee Williams met with the Commanding Officer of the Sixth Precinct to discuss enforcement throughout the Village.   The Village’s request for a school crossing guard on Manhasset Woods Road and Hunt was approved and the location has been secured since the beginning of this school year.

 JACK O’LANTERN EVENT IN COPLEY POND PARK

The Mayor would like to create a “Jack O’Lantern Event” for the residents of Munsey Park.  The proposed event will take place in Copley Pond Park from Friday, October 29th to Sunday, October 31st.  The Event will encourage residents to carve pumpkins and place them on display for others to enjoy.  Trustee Im said that she would reach out to the Munsey Park Woman’s Club to see if they would like to be involved in this event.

 RESOLUTION JUSTICE COURT ASSISTANCE PROGRAM

The Mayor made a resolution to authorize the Munsey Park Village Court to apply for the 2021-2022 Justice Court Assistance Program.  The resolution was moved by Deputy Mayor D’Angelo, seconded by Trustee Im and approved as follows:

The Mayor met Manhasset school officials to discuss the proposed walk-way on Village Hall property to Munsey Park School.  The Mayor will report back to the Board when the District provides proposed plans and associated costs.

Mayor D’Angelo reported this month’s underlined expenses were for paving and engineering costs associated with the various road repair projects and the Village expects to recover all or most of these incurred costs.

 NEW BUSINESS

 315 MANHASSET WOODS ROAD

Mr. and Mrs. Yenicag of 315 Manhasset Woods Road approached the Village as they are acquiring land adjacent to their property currently owned by Manhasset Lakeville Water District.   Mayor Ceriello consulted with Mr. DiProperzio, Munsey Park Building Inspector, regarding the purchase of this land and it was determined that it does not fall into the criteria of a sub-division.  However, the Yenicag’s are responsible to cover all the Village’s costs incurred up to $2,000.  Deputy Mayor D’Angelo made a motion to approve that the Yenicag’s will cover the Village’s costs up to $2,000, seconded by Trustee Im and approved as follows:
