A Motion to open the public meeting was made by Mayor Ceriello, seconded by Trustee Im, and called to order at 7:35 pm and approved by all.

A motion to approve the minutes for November 12, 2025, Board of Trustees meeting was made by Trustee Im, seconded by Mayor Ceriello, and approved by all. 

PUBLIC HEARING

LOCAL LAW 3 – 2025 – POOL MORATORIUM

PROCEEDINGS AND VERBATIM DISCUSSIONS OF THE OFFICIAL BOARD OF TRUSTEES OF THE VILLAGE OF MUNSEY PARK, HELD ON THE 10TH

DAY OF DECEMBER 2025, at 7:30 p.m., AT 1777 NORTHERN BOULEVARD, MANHASSET, NEW YORK 11030

 

MAYOR CERIELLO: So we'll start with the Pledge of Allegiance, open the meeting and take us from there.(Whereupon, the Pledge of Allegiance was recited.) I'll move to open the Board of Trustees meeting for the Village of Munsey Park.

TRUSTEE IM: Second.

TRUSTEE MILLER: Aye.

TRUSTEE IM: Aye.

MAYOR CERIELLO: All right.

MR. RYAN: So back on the record. I want to discuss Local Law 3 2025 moratorium, just a brief introduction

into this. This is a local law to establish a temporary moratorium on the filing of application, acceptance, approval and/or issuance of permits by the Incorporated Village of Munsey Park for any structure, whether in-ground or otherwise, intended for swimming or recreational bathing that contains water over 12 inches deep at any point of measurement as determined by the code enforcement officer,

including but not limited to in-ground swimming pools, hot tubs, spas, and therapeutic spas for any facility of whatever name serving essentially any of the same purpose for any of the foregoing, whether permanent or moveable. In brief summary, we found some blind spots in the code when it comes to pool and pool-like structures for area calculations and setbacks, and this moratorium will address that And now at any point if anyone has questions.

MAYOR CERIELLO: So then I'll move to adopt Local Law 3 of 2025.

MR. RYAN: Yes.

MAYOR CERIELLO: Let's go back on the record, I rather read it in so I'm gonna go fast knowing that the non-Brooklyn version of it is here.Okay.So be it enacted by the Board of Trustees of the Village of Munsey Park for the County of Nassau, City of Manhasset, Town of North Hempstead, village of Incorporated Village of Munsey Park. Be it enacted by the Incorporated Village of Munsey Park Board of Trustees as follows: Section 1, Title and Authority: This local law shall be known as the Village of Munsey Park Temporary Pool Application Moratorium Law. It is adopted pursuant to Municipal Home Rule Law, Section 10. Section 2, Purpose: The Village Board has significant concerns

regarding the potential impacts of the installation of various structures intended for swimming or recreational bathing within the village. The Village Board believes that a temporary moratorium on structures intended for swimming or recreational bathing is necessary in order to allow the Village Board time to study and review the potential impacts of such structures intended for swimming or recreational bathing on the character of the Village, and if appropriate, to revise the village's zoning code with regard to structures intended for swimming or recreational bathing. As a moratorium, this Local Law is a Type II Action under the State Environmental Quality Review Act

(SEQRA) regulations and is not subject to further environmental review. Section 3, Duration of Moratorium: This moratorium shall be imposed for a period commencing on the effective date of this Local Law and continuing March 11th, 2026, and may be extended by Village Board by resolutions for two additional three-month time periods or for such additional periods that are reasonable in scope and duration. Section -- this is actually mis-numbered, John, it says Section 3. So Section 4, Severability: If a court determines that any clause, sentence, paragraph, subdivision, or part of this local law of the application thereof to any person, firm or corporation or circumstances is invalid or unconstitutional, the court's order or judgement shall not affect, impair, or invalidate the remainder of this local law, but shall be confined in its operation to the clause, sentence, paragraph, subdivision or part of this local law or in its application to the person, individual, firm or corporation or circumstances, directly involved in the controversy in which such judgement or ordered shall be rendered. Section 5, Effective Date: This local law shall take effect immediately upon filing with the Secretary of State.

NEW BUSINESS

 

TREE PROCLAMATION

The Mayor read the following Proclamation:

 

WHEREAS, In 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees, and

WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska, and;

WHEREAS, Arbor Day is now observed throughout the nation and the world, and

WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce life-giving oxygen, and provide habitat for wildlife, and

WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products, and

WHEREAS, trees in our Village increase property values, enhance the economic vitality of business areas and beautify our community, and

WHEREAS, trees, wherever they are planted, are a source of joy and emotional renewal.

PROCLAIMED, that the 1st of December 2025, will be declared Arbor Day throughout the Village of Munsey Park.   Signed this 10th Day of December, 2025

The Village planted an American Sycamore sapling along Park Avenue.  The Sycamore planting is part of the Village’s renewed beautification effort, which includes replenishing aging street trees and enhancing Village Parks. Additional plantings are scheduled for next spring. 

 

TEMPORARY PARKING PERMIT

Deputy Mayor Miller made a motion to enable Mayor Ceriello to negotiate a temporary parking permit agreement with Kimco based on terms that are best for the Village, seconded by Trustee Im and approved by all.

 

MAYOR’S REPORT

Mayor Ceriello reported that the Village is in the planning stage to improve the conditions of both Copley and Waldmann Parks.  Top begin this process, the Village has engaged Northcoast Civil Engineering to perform a topographical survey which will include anything above grass height i.e., trees, boulders, pathways, etc. 

 

VILLAGE REPORTS 

JUSTICE REPORT: The Monthly Justice Report for November 2025 notes total fines assessed in the amount of $570.

BUILDING REPORT: The Building Report notes that between June 1, 2025, to December 4, 2025, a total of 62 permits has been issued totaling $127,713 in Building Permit Fees.

POLICE REPORT: The Police Report incident October 2025 notes no Burglary-Residence, one Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 32 summonses (14 Movers and 18 Parkers).
