MINUTES OF THE REGULAR MEETING 

OF THE BOARD OF TRUSTEES 

held on November 12, 2025

 Mayor Ceriello led the Board in the Pledge of Allegiance. 

A Motion to open the public meeting was made by Trustee LiCalzi, seconded by Deputy Mayor Miller, and called to order at 7:35 pm and approved by all.

 

MINUTES 

A motion to approve the minutes for October 8, 2025, Board of Trustees meeting was made by Mayor Ceriello, seconded by Deputy Mayor Miller, and approved by all. 

SPECIAL ELECTIONS MLWD AND MANHASSET PARK DISTRICT

Manhasset Lakeville Water District’s Commissioner, Steve Flynn, appeared before the Board to thank them for their continued support and to announce that he is running for re-election on Tuesday, December 9th.   Polls will be open at the fire house on Bayview Avenue (off Plandome Road) from 12 noon – 9 pm.   Mayor Ceriello commended Steve for his years of service to improve the quality of life for all residents of Munsey Park. 

NEW BUSINESS

BELIC – 325 TRUMBULL ROAD

The Board unanimously approved the existing partial brick facade to remain at 325 Trumbull Road.  In addition, the Board also approved the proposed landscaping plan presented by Mr. Belic.  

 

ELECTION - RESOLUTION DESIGNATING THE OFFICES TO BE FILLED, THE POLLING PLACE AND THE HOURS OF POLLS

 

Mayor Ceriello offered the following resolution and moved for its adoption, seconded by Deputy Mayor Miller and approved by all:   WHEREAS, the next General Election for Village Justice for a four (4) year term and two (2) Trustees each for a two (2) year term for the Incorporated Village of Munsey Park, will be held on Wednesday, March 18, 2026 and

WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open;

NOW, THEREFORE, BE IT RESOLVED:

1.      That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and

2.      Polls will be open for the General Village Election to be held on Wednesday, March 18, 2026, between the hours of 12 noon and 9:00 pm.

AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating that the polling place and the hours the polls will be open at least sixty (60) days prior to the General Village Election.

 

221 PARK AVENUE - LIN – TREE REMOVAL/LANDSCAPING PLAN

It was decided that a walkthrough of the property was necessary prior to the approval of the proposed Landscaping/Tree removal plan.  

 

MAYOR’S REPORT

Local Law 3 – 2025

Mayor Ceriello announced that at the Board of Trustees Meeting on December 10, 2026  the Board will be voting on a Temporary moratorium on the filing of an application, acceptance, approval and/or issuance of permits by the Incorporated Village of Munsey Park, for any structure, whether in-ground or otherwise, intended for swimming or recreational bathing that contains water over twelve inches deep at any point of measurement as determined by the Code Enforcement Officer, including but not limited to in-ground swimming pools, hot tubs, spas and therapeutic spas or any facility of whatever name serving essentially the same purpose of any of the foregoing, whether permanent or movable.

 

LIGHT THE NIGHT

Mayor Ceriello announced that Light the Night and the Munsey Park Christmas Tree Lighting will be held on Sunday, December 7th at 4:30 pm.  Light the night kits can be purchased at Village Hall.

 

CHRISTMAS PARTY

The Village of Munsey Park’s annual Christmas party will be on December 19th at 12 pm at Schout Bay Tavern.

 

VILLAGE REPORTS

 JUSTICE REPORT: The Monthly Justice Report for October 2025 notes total fines assessed in the amount of $6,712.

 BUILDING REPORT: The Building Report notes that between June 1, 2025, to November 7, 2025, a total of 57 permits has been issued totaling $125,888 in Building Permit Fees.

 POLICE REPORT: The Police Report incident September 2025 notes no Burglary-Residence, no Burglary-Business, no Robberies, one (1) Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 34 summonses (17 Movers and 17 Parkers). 

 

Questions/Comments were received from the following residents:

Joel Nuss (221 Park Ave.), Joe and Sandra Belic (325 Trumbull Road), David and Madeline Meryash (32 Bernard Place), Nicole Bisgeier (395 Abbey Road) and Robert and Jennifer Corti (31 Waldo Lane). 

 

The motion to close the Board of Trustees public meeting was made by Mayor Ceriello, seconded by Deputy Mayor Miller and unanimously approved at 10:10 pm.
