MINUTES OF THE REGULAR MEETING
BOARD OF TRUSTEES
March 13, 2013

The Mayor called the meeting to order at 7:00 p.m

MINUTES for the meeting of February 13, 2013 were approved as corrected.

CLAIMS for February/March were presented, as detailed in the Abstract of Vouchers in the amount of $59,337.47.  After review, the Board approved all for payment.  

JUSTICE REPORT for February, 2013 was submitted and stated revenues in the total amount of $4,905.00

POLICE REPORT for February, 2013 was distributed to the Board.   During the month of February, the following activity was noted: 

  • Auto Accidents, 0
  • Aided Cases, 4
  • Burglary, 1
  • Robbery, 0
  • Larceny, 1
  • Summonses, VTL 47, Parkers 17

APPLICATION #7159 – FENCE 
Daniel Baumback, 42 Eakins Road, would like to replace his existing fence that is damaged on both sides and rear of property.  The Board reviewed the plans and a motion was made by Mayor Harry Niolaides  approved the replacement of the fence.  The permit application will be presented to the building inspector for approval.

EASTER EGG HUNT
The Munsey Park Women’s Group has requested permission to host their annual Easter egg hunt on March 23, 2013 at 3:30pm at Waldmann Park.  The Board of Trustees unanimously approved the egg hunt.

VILLAGE ELECTIONS
Mayor Harry Nicolaides introduced the candidates also running in this year’s election:  Mr. Frank DeMento for Mayor and Mr. Sean Haggerty and Patrick Hance for the two trustee positions.  The election will be held on Tuesday, March 19, 2013 at Village Hall from 12:00noon to 9:00pm.

There being no further business, the meeting was declared adjourned at
7:15pm.

MINUTES OF THE REGULAR MEETING

February 13, 2013

The Mayor called the meeting to order at 7:00 p.m

MINUTES for the meeting of January 9, 2013 were approved as corrected.

CLAIMS for January/February were presented, as detailed in the Abstract of Vouchers in the amount of $62,288.78.  After review, the Board approved all for payment. 

JUSTICE REPORT for January, 2013 was submitted and stated revenues in the total amount of $7,325.00

POLICE REPORT for December 2012 was distributed to the Board.   During the month of December, the following activity was noted:

APPOINTMENT OF NEW ACTING VILLAGE JUSTICE
Mayor Harry Nicolaides announced that last month Judge Frank Coughlin, Jr had resigned as the Acrting Village Justice.  Mayor Nicolaides has appointed Patricia Miller as the new Acting Village Justice.  She took the Oath of Office and sworn in by Mayor Harry Nicolaides.

LOCAL LAW #1 – 2013
Local Law #1- 2013 entitled “ A Local Law to Increase the Penalties for Parking Offenses.”  The Mayor opened the public hearing on the adoption of this local law, and all who wished to be heard, were heard. After review, the hearing was closed on a motion made by Mayor Harry Nicolaides, seconded by Deputy Mayor Albert T. Jaronczyk, and unanimously carried.  Trustee Susan Auriemma made the motion to adopt Local Law #1 – 2013, which was seconded by Deputy Mayor Albert T. Jaronczyk and unanimously carried.  (A copy of the local law will be annexed to these minutes.)

LOCAL LAW #2 – 2013
Local Law #2 – 2013 entitled “A Local Law to Override the Tax Levy Limit Established in General Municipal Law 3-C.”  The Mayor opened the public hearing on the adoption of this local law, and all who wished to be heard, were heard. After review, the hearing was closed on a motion made by Mayor Harry Nicolaides, seconded by Trustee Peter Puttre, and unanimously carried.  Mayor Harry Nicolaides made the motion to adopt Local Law #2 – 2013, which was seconded by Deputy Mayor Albert T. Jaronczyk and unanimously carried.  (A copy of the local law will be annexed to these minutes.)

RESIGNATION OF TRUSTEE PETER PUTTRE
Trustee Peter Puttre has advised the Mayor that he will be stepping down as a Village Trustee effective after tonight’s meeting.  Mayor Nicolaides and the entire Board thanked Trustee Peter Puttre on his many years as trustee and his absence will be a tremendous loss for the Village.

APPOINTMENT OF NEW TRUSTEE
With the sudden resignation of Trustee Peter Puttre effective after tonight’s meeting, Mayor Harry Nicolaides has appointed Matthew Seidner to fill the vacancy created by Trustee Puttre’s resignation. Mr. Seidner was given the Oath of Office and sworn in by Mayor Harry Nicolaides.

CHANGE IN VILLAGE BANKING
The Deputy Mayor advised the Board that he had reviewed all of the documents and collateral from the First National Bank of Long Island.  He agrees with the Village Clerk that this would be the right time to change banks.  Capital One Bank is now charging, “analysis services fees” each month for check deposits, transfers and check payments.  Changing banks will save the Village approximately $3,000 to $4,000. On a motion made by Deputy Mayor Albert T. Jaronczyk, seconded by Mayor Harry Nicolaides and approved by all.

REGRADING – 235 KENSETT ROAD
Mr. & Mrs. Neil Glosman, 235 Kensett Road, have made application to regard their rear yard.  A motion was made by Mayor Harry Nicolaides to approve the regarding of the rear yard of the property located at 235 Kensett Road, seconded by Trustee Susan Auriemma and unanimously carried.

TV FILMING “HOSTAGES”
The Village Clerk advised the Board that a Joaquin Prange a location scout for the TV pilot “Hostages” is looking to possibly film in the Village of Munsey Park.  They have not filled out any forms, but are trying to see if they can locate a house in the village for the show.  Mr. Prange also indicated that there would be some night filming.  Mayor Harry Nicolaides requested more information and a time line for the filming.  If application were made, it would be back on the March agenda.

2013 STORMWATER REPORT
D & B Engineers and Architects provided the Village with a proposal to continue assisting the Village in maintaining compliance with the NYSDEC General Permit for Storm water Discharges from MS4s.  After discussion, the Board agreed to Task 1 and 2 (annual report & Audit) at a total cost of $4,750.00.

PROPOSAL FOR LEGAL SERVICES – 2013
Village Attorney, James A. Bradley, has issued the following proposal for legal services for the Village’s 2013/2014 year.  The proposal requests a minor increase in the hourly rate to 2% or approximately an increase of about $5.00 per hour.  On a motion made by Deputy Mayor Albert T. Jaroncyzk to approve the increase of 2% hourly for legal services, seconded by Mayor Harry Nicolaides and unanimously carried.

VILLAGE ELECTIONS
The Mayor spoke about the upcoming elections.  Mr. Frank Demento introduced himself to the Board.  He will be running for Mayor.  Mr. Demento introduced Sean Haggerty and Patrick Hance as the individuals running with him for the two trustee positions. 

There being no further business, the meeting was declared adjourned at 8:45pm.
