MINUTES OF THE REGULAR MEETING
BOARD OF TRUSTEES

June 13, 2012

The Mayor called the meeting to order at 7:30 p.m

MINUTES for the meeting of May 9, 2012 were approved as corrected.

CLAIMS for May/June were presented, as detailed in the Abstract of Vouchers in the amount of $265,454.09 for May and $111,000.86.  After review, the Board approved all for payment.

JUSTICE REPORT for May 2012 was submitted and stated revenues in the total amount of $5730.00.

POLICE REPORT for May, 2012 was distributed to the Board. During the month of May, the following activity was noted:

  • Auto Accidents 9
  • Aided Cases 5
  • Burglary 0
  • Robbery 0
  • Larceny 1
  • Summonses VTL 27 PRKG  42

BASKETBALL HOOP – 210 TRUMBULL ROAD

Mrs. Totuglio appeared before the Board  to install a basketball hoop in the front yard on the east side of the driveway.  The Mayor asked if Mrs. Lotruglio had gotten written permission from the neighbor to have the basketball hoop installed.  After further conversation the Board instructed Mr. LoTruglio to obtain a letter from the neighbor and once received a conditional approval would be granted.

REGRADING 523 HUNT LANE

Mr. & Mrs. Quinlan, 523 Hunt Lane, has made application to install a rear yard paver patio and a stone retaining wall.  They will have to do some regarding.  The Mayor asked the Building Inspector on his opinion and that he would oversee the project.  The Board approved the application.

FENCE – 669 PARK AVENUE

Application was made for a fence on the east and west sides with gates along the side of the Karcic’s property.  Neither Mr. Or. Karcic was in attendance.  The Board could not clearly understand the exact location of the proposed fences and requested that Mr. Karcic submit a survey of the property for next month’s meeting.

LOCAL LAW #1 – 2012 Rear Yard

Local law #1- 2012 amending Chapter 200-2 of the Village Code regarding the definition of “Rear Yard”.    The Mayor opened the public hearing on the adoption of this local law, and all who wished to be heard, were heard. After review, the hearing was closed on a motion made by Deputy Mayor Albert T. Jaronczyk, seconded by Trustee Peter Puttre and unanimously carried.  Mayor Harry Nicolaides made the motion to adopt Local Law #1 – 2012, which was seconded by Deputy Mayor Albert T. Jaronczyk and unanimously carried.  (A copy of the local law will be annexed to these minutes.)

ACCIDENTS 849 & 900 PARK AVENUE

Mr. Murphy had written a letter to the Board and also was in attendance at this meeting.  He described to the Board that his wife was hit as she was pulling into their driveway and the DeHaans have had two accidents on their property.  The DeHaan’s concern is that their children would be playing in the front lawn and a car would come around the bend, loose control, and hit them.  Trustee Auriemma had surveyed the site and recommended to the Board that the “No Outlet” sign be moved to the southern portion of the DeHaans property.  The Board will also look into placing reflectors on the sides to assist drivers where the roadway ends.  The Board will continue to monitor the situation.

MANHASSET BAY PROTECTION

Mayor Harry Nicolaides introduced the village’s new representative for the Manhasset Bay Protection Committee, Mrs. C. J. Sively.  She explained to the Board what her position entails and that she would be attending all the meetings.  She handed out the agenda from the last meeting and will keep the Board informed.

REAR WALKWAY – VILLAGE HALL

Two bids came into the Village with only a $200.00 difference.  The Board agreed to have Ralph D’Alessandro do the walkway providing that he comes down the $200.00.  The walkway will be the grey pavers presented to the Board.  On a motion made by Mayor Harry Nicolaides, seconded by Deputy Mayor Albert T. Jaronczyk and unanimously carried.

REPAIR WASTE PIPE VILLAGE HALL

The main waste pipe in the Village Hall has cracked due to weight.  An insurance appraiser surveyed the situation and approved a payment of $$1,347.92.  To repair the waste pipe the plumbing cost would be $3,500.00 with the damage completed on the ceiling and walls at a cost of $750.00.  The repair will take place on Friday and Saturday.  On a motion to due the repair made by Deputy Mayor Albert T. Jaronczyk, seconded by Mayor Harry Nicolaides and unanimously carried.

RESOLUTION – ZONING APPLICATIONS

WHEREAS, the Village Code requires that fees be paid for applications to the Village for various permits and further provides that the fees for most of these such permits shall be established from time to time by resolution of the Board of Trustees

WHEREAS, the Board of Trustees desires to set a new deposit fee effective June 13, 2012

NOW, THEREFORE, be resolved that effective June 13, 2012, the following deposit fee will be required under the Village Code:

  1. Board of Appeals: Deposit Fee $750.00

The foregoing resolution was moved by Mayor Harry Nicolaides, seconded by Deputy Mayor Albert T. Jaronczyk, and adopted as follows:

MANHASSET-LAKEVILLE WATER DISTRICT

Mr. Donald T. Obrien, Commissioner of the Manhasset-Lakeville Water District, spoke to the Board with regard to the replacement of the water main on Park Avenue.  The district is very interested in scheduling a meeting with the Board concerning the new water main.  Mr. Obrien will have the district’s secretary contact the Village Clerk with dates and times.

There being no further business, the meeting was declared adjourned at 9:30 pm.
