MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MUNSEY PARK

Held on November 13, 2019 at 7:30 p.m.

The Mayor led the Board and those in attendance in the Pledge of Allegiance.

A Motion to Open the Public Meeting was made by Trustee Sabino, Seconded by Deputy Mayor Noone and called to Order by Mayor Larry Ceriello at 7:30 pm.

MINUTES: A Motion was made by Trustee Sabino to approve the Minutes of the October 9, 2019 Meeting of the Board of Trustees Meeting; said motion was Seconded by Deputy Mayor Noone and unanimously approved.

MAYOR’S REPORT: The Mayor reported that a beautification project occurred at the ‘triangle’ located at Bellows and Abbey. The “Grounds Guys” donated time and labor to landscape and clean the area, as well as plant daffodils and spread mulch, which was donated by the Munsey Park Women’s Club. The Mayor further reported that the Village has met with Greg Del Rio, a Traffic Consultant, who is currently working on a proposal to address speeding and volume of traffic in the Village, especially on Park and Manhasset Woods Road.

PUBLIC SAFETY REPORT:

JUSTICE REPORT: The Monthly Justice Report for October 2019 was presented by Trustee Sabino stating total fines assessed in the amount of $6,145.00.

BUILDING REPORT: The Building Report was presented by Trustee Sabino, stating that between June 1st, 2019 and November 7th, 2019, a total of 89 permits have been issued totaling $62,014.00 in Building Permit Fees.

BUILDING ADVISORY COMMITTEE REPORT: Trustee Williams reported to the Board that there was no new business to report with respect to the Building Advisory Committee.

VILLAGE ROAD UPDATE: Deputy Mayor Noone reported to the Board that the Bellows Lane project has been completed and that the Village was very satisfied with United Paving.

NEW BUSINESS:

ELECTION: Mayor Ceriello offered the resolution and moved for its adoption: WHEREAS, the next General Election for Two (2) Trustees, each for a 2-year term for the Incorporated Village of Munsey Park, will be held on Wednesday, March 18, 2020; and WHERAS, Section 15-104(3)(b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which the polls are open; NOW THEREFORE BE IT RESOLVED: (1) That one (1) polling place in the Village of Munsey Park will be in Village Hall, located at 1777 Northern Boulevard, Manhasset, new York 11030; and (2) Polls will be open for the General Village Election to be held on Wednesday March 18, 2020, between the hours of 12:00 noon and 9:00p.m. AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating the polling place and hours that the polls will be open at least sixty (60) days prior to the General Village Election. This Resolution was seconded by Trustee Williams and unanimously approved.

940 PARK AVENUE: Mr. Kivotidis appeared to discuss the erection of a fence in the rear of his yard without a permit. He was advised to contact the Deputy Clerk to facilitate him obtaining the proper permits. Mr. Kivoditis also inquired of the Board regarding roadway markings concerning no blocking driveway, as traffic backs up on Park Avenue No., preventing egress and entrance to his driveway. The Board agreed to consider his request.

STEVE FLYNN (Manhasset Water & Fire District): Commissioner Steve Flynn of the Manhasset Water & Fire District appeared to discuss future plans and upcoming projects of the Water District in Munsey Park. Commissioner Flynn stressed the District’s desire for intermunicipal cooperation between the District and the Village in upcoming projects. Commissioner Flynn also wanted to remind the Village residents that the election for Commissioner of the Manhasset Lakeville Water & Fire District will occur on December 10, 2019, at Company 1, located at 35 Bayview Avenue in Manhasset and hoped that all Munsey Park residents would come out to vote.

ALEX KATSOULIS: Eagle Scout candidate and Munsey Park resident Alex Katsoulis presented to the Board a presentation to construct a mulch basin, as part of his community service in attaining the rank of Eagle Scout. Mr. Katsoulis advised the Board of the benefits and logistics of the proposed Mulch Basin, as well as it’s planned funding. The Board Thanked Mr. Katsoulis and looked forward to working with him on this project.

CHRISTMAS TREE LIGHTING: Deputy Mayor Noone relayed the specifics of the Village’s tree lighting ceremony, which is being held by the Village, in conjunction with the Munsey Park Women’s Club, on December 8, 2019. The ceremony will start at 5:30pm at Waldmann Memorial Park with hot chocolates, treats and carolers and the festivities will move to Copley Park for the tree lighting at 6:00pm and the much-anticipated arrival of Santa at approximately 6:15pm. All residents are encouraged to attend. There will be some parking restrictions in effect on the date of the event. In the event of unfavorable weather, the rain date for the event is December 15, 2019. BEAUTIFICATION BRICK PROGRAM: The Village will once again offer the “Buy-ABrick” program to raise funds for the beautification of the Village’s parks. The Board anticipates that the inscribed bricks will cost approximately $100 and that approximately 250 will be available at Waldman Park.

There being no further business, a Motion to close the meeting was made by Trustee Sabino and Seconded by Mayor Ceriello, and the Meeting was brought to a close at 9:00 pm.
