 MINUTES

 A motion to approve the minutes for the May 11, 2022 Board of Trustees meeting was made by Trustee LiCalzi, Seconded by Deputy Mayor D’Angelo and approved by all.

 NEW BUSINESS

BASKETBALL HOOP

The Board unanimously approved a permanent basketball hoop at 285 Ryder Road.

MAYOR’S REPORT

Mayor Ceriello made a motion to nominate Diana Alexiou as a new member to the Building Advisory Committee (BAC), seconded by Trustee LiCalzi and approved by all.

FINANCIAL REPORT

Mayor D’Angelo reported two highlighted expenses in May which covered electrical lighting issues and street sweeping.   

PUBLIC SAFETY

Trustee Williams presented the following reports:

  • POLICE REPORT: The Police Report for May 2022 notes four (4) Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, three (3) Larceny-Auto incident, three (3) Larceny (other than auto), no Criminal Mischief incidents and a total of 52 summonses (43 Movers and 9 Parkers). 

  •  JUSTICE REPORT: The Monthly Justice Report for April 2022 notes total fines assessed in the amount of $3,472.00.

  •  BUILDING REPORT: The Building Report notes that between June 1, 2022 to June 9, 2022 a total of 7 permits have been issued totaling $174,300 in Building Permit Fees.

 

Motion to close the Board of Trustees Public Meeting was made by Trustee Im seconded by Deputy Mayor D’Angelo and approved by all at 8:17 PM.

 A motion to approve the minutes for the April 13, 2022 Board of Trustees meeting was made by Trustee LiCalzi, Seconded by Deputy Mayor D’Angelo and approved by all.

 NEW BUSINESS

GIRL SCOUTS – TROOP 560

Troop 560 came before the Board to present their group project to create a sustainable garden in Copley Pond as well as construct several robin boxes.   Georgia Katsoulis will be reaching out to Ted Bouzalis to coordinate the days the girls will be working in the park.

MOLINARO – 345 KENSETT ROAD

Mr. Molinaro returned to speak to the Board to present an amendment to an existing fence permit.  The Board approved the new permit for a six-foot fence, using the same previously approved material and located on the property line that abuts the Village of Flower Hill.        

FULGIERI – 29 ALSTON PLACE

The Board approved the gate application presented by Manie Fulgieri of 29 Alston Place.   The gates on each side will be round top with matching posts and the 10-foot gate will be screened on both sides with landscaping. 

 PRESENTATION – ELECTRICAL INFRASRUCTURE

Alex Allimonos, ACA Electric, came before the Board to discuss options to upgrade the electrical infrastructure within the Village.  After a lengthy discussion, it was decided that Alex would create a cost analysis/timeline of upgrading the lighting in the parks and return to present his proposal to the Board.

END OF THE YEAR BUDGET TRANSFERS

Deputy Mayor D’Angelo presented the Budget transfers as of May 10, 2022 (see attached).

 PUBLIC SAFETY

  • POLICE REPORT: The Police Report for March 2022 notes two (2) Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, three Larceny (other than auto), no Criminal Mischief incidents and a total of 59 summonses (55 Movers and 4 Parkers). 

  • JUSTICE REPORT: The Monthly Justice Report for April 2022 notes total fines assessed in the amount of $2,545.00.

  • BUILDING REPORT: The Building Report notes that between June 1, 2021 to May 5, 2022 a total of 167 permits have been issued totaling $259,636.47 in Building Permit Fees.

YENICAG – 315 MANHASSET WOODS ROAD

NEW BUSINESS – BOARD OF TRUSTEES

PULEO- 51 KENSETT ROAD

Valentina Puleo from 51 Kensett Road, came before the Board with an application to replace an existing concrete retaining wall with a segmental block retaining wall.  The proposed retaining wall will be located in the same location as existing.  After much discussion, the Mayor announced that the approval for the retaining wall will be granted contingent upon Tony DiProperzio’s (Building Code Enforcer) findings to the following questions:

  • Is the wall set back from the property line according to the code?

  • Does the wall on the far side need to be screened with landscaping?

  • Is the materials/method of construction approved according to code?

 Mayor Ceriello concluded that once these questions have been answered and addressed the permit will be issued.

MANNINO – 353 PARK AVENUE

Calogero Mannino from 353 Park Avenue, came before the Board with an application to install a rear yard fence with gates.  According to Code 200-37 It shall be unlawful to construct a fence in the Village of Munsey Park except that in certain cases of hardship.  In this case, a hard ship was not proven and the code remains.  The Board unanimously denied the applications as follows:

ANNUAL MEETING

Mayor Ceriello moves into the annual meeting by reading the following appointments and resolutions:

BE IT FURTHER RESOLVED, that pursuant to §4-400 of the Village Law of the State of New York, The Board of Trustees approves the following appointments by the Mayor:

TARA GIBBONS, be re-appointed VILLAGE CLERK/TREASURER for a term of (2) years, expiring on the first Monday of April 2024;

MAUREEN MCLEAN, be re-appointed DEPUTY CLERK for a term of one (1) year, expiring on the first Monday of April 2023;

ANTHONY DiPROPERZIO, be re-appointed CODE ENFOPRCEMENT OFFICER, for a term of one (1) year, expiring on the first Monday of April 2023;

PATRICIA MILLER, be re-appointed ACTING VILLAGE JUSTICE, for a term of one (1) year, expiring on the first Monday of April 2023;

BE IT FURTHER RESOLVED, that the MANHASSET PRESS, a newspaper published in Manhasset, Town of North Hempstead, New York, be and hereby is designated as OFFICIAL NEWSPAPER of the Incorporated Village of Munsey Park for the official year ending on the first Monday of April 2023, pursuant to §4-412 of the Village Law of the State of New York; and

BE IT FURTHER RESOLVED, that the Investment Policy is updated to reflect that the First National Bank of Long Island will remain the Village’s Official Bank;

BE IT FURTHER RESOLVED, that the First National Bank of Long Island is hereby designated as the OFFICIAL DEPOSITORY for the current official year and that the Clerk/Treasurer be authorized to deposit funds as outlined in the Investment Policy adopted by the Board of Trustees on January 14, 1987 and amended June 12, 1996; and

BE IT FURTHER RESOLVED, that the Accounting Policy that all bills are reviewed by Deputy Mayor Antonio D’Angelo and all accounting entries are reviewed by Vito Belcastro, of Cullen & Danowski, LLP., Certified Public Accountants, for any adjustments and reconciliation;

BE IT FURTHER RESOLVED, that all meetings of the Village Board of Trustees shall begin at 7:30p.m.; and

BE IT FURTHER RESOLVED, that the Meeting dates for the forthcoming Official Year are as follows:

BE IT FURTHER RESOLVED, that the Board of Zoning & Appeals (BZA) meetings shall be held as needed on the Third Monday of the month and begin at 7:00p.m.;

BE IT FURTHER RESOLVED, that the Board of Trustees has determined that attendance by certain municipal officers and employees at one or more meetings during the coming official year will benefit the municipality and the Clerk/Treasurer or Deputy Clerk/Court Clerk be, and hereby is authorized to attend the regular meetings of their respective State, county and local associations; and

BE IT FURTHER RESOLVED, that the member of the Zoning Board of Appeals, the Mayor and the Board of Trustees are authorized to attend any training schools as required or deemed appropriate;

BE IT FURTHER RESOLVED, that the Village Justice and Acting Village Justice are authorized to attend State or County continuing Judicial Education Programs; and

BE IT FURTHER RESOLVED, that the CODE ENFORCEMENT OFFICER is authorized to attend the annual State Building Officials Conference; and

BE IT FURTHER RESOLVED, that the Board of Trustees shall approve reimbursement to such officers or employees for actual expenses and/or for mileage at the rate per mile set by the Internal Revenue Service for travel in their personal automobiles to these meetings, schools and conferences.

A motion was made by Trustee Williams to approve the above stated appointments and resolutions, seconded by Trustee Im and approved by all.

MPWC KIDS FUN RUN FOR CHARITY

Motion to approve the MPWC 12th Annual Kids Charity Fun Run and Fair on Saturday, June 4, 2022 was made by Trustee Im, seconded by Deputy Mayor D’Angelo and approved by all.  The Race will begin and end at Polliwog Pond and will take place from 9:00 AM to 10:30 AM.   Road closures starting at 8:30 AM with the following roads affected: Kensett (at Trumbull to Blackburn), Trumbull (dead-end to Waldo), Abbey (between Trumbull and Kensett), Barnard (entire street), Waldo (entire street), Bingham (entire street) and Blackburn (Kensett to Waldo).   

MOVIE NIGHT

Trustee Im reported to the Board that the MP Movie Night will be held on Tuesday, June 21st with a rain date of Wednesday, June 22nd.  The Village of Munsey Park will pay for the movie screen and The Munsey Park Woman’s Club will pay for the movie rights and ice cream.  Trustee Im made a motion to approve the MP Movie Night, seconded by Deputy Mayor D’Angelo and approved by all.

PUBLIC SAFETY REPORT

 Trustee Williams spoke with Lieutenant Patrick O’Neill from the sixth precinct regarding the recent local car break-ins.  Lt. O’Neill said they are increasing their nighttime patrols in the area with both marked and unmarked police vehicles.  He suggested MP host a town hall meeting in person or via zoon to discuss how car owners can prevent such break-ins by locking their car doors and not leaving the key fob inside the vehicle.  Trustee Williams will be sending out an email to residents to report his discussion and highlight this very effective way to deter such crimes. 

·         POLICE REPORT: The Police Report for February 2022 was presented by Trustee Williams, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, one Larceny-Auto incident, two Larceny (other than auto), one Criminal Mischief incidents and a total of 42 summonses (36 Movers and 6 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for March 2022 was presented by Trustee Williams with total fines assessed in the amount of $2,471.00.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 to April 7, 2022 a total of 148 permits have been issued totaling $214,672.44 in Building Permit Fees.

 NEW BUSINESS

 21 KENSETT ROAD

Thomas Fox, architect, came before ethe Board to discuss the regrading of a new house to replace the existing at 21 Kensett. The present site is eight (8) feet above curb level and goes down on all sides (two neighbors, Waldmann Park at rear and Flower Hill on the north side).  The existing hill poses run-off issues to the existing driveway and to the adjacent properties.  In addition, the homeowner would like to have a backyard patio at grade.  The new home will remain on a slight hill four (4) feet above grade level.   Motion to approve the re-grading plans at 21 Kensett Road was made by Trustee Williams, Seconded by Trustee LiCalzi and carried as follows:

INTRODUCE LOCAL LAW 1 – 2022

 Mayor Ceriello announced the proposal of Local Law 1 – 2022 pursuant to subdivision 5 of General Municipal Law 3-c, which expressly authorizes a local government’s governing body to override the property tax cap for the coming fiscal year by the adoption of a local law approved by a vote of sixty (60%) of said governing body.  There will be a public hearing and vote on this local law, known as proposed Local Law 1 – 2022 at the next regularly scheduled meeting of the Board of Trustees on April 13, 2022.

SCA FAIR

Mayor Ceriello announced that the annual SCA Fair will be held on Saturday, May 7, 2022 from 9 AM to 5 PM in the Munsey Park School Field.  The Village will provide and place “No Parking Signs” on designated Munsey Park Streets the day of the fair. 

 EXECUTIVE SESSION

Motion to close the Board of Trustees Public Meeting to go into Executive Session to discuss potential litigation was made by Deputy Mayor D’Angelo, seconded by Mayor Ceriello and approved by all at 8:16 PM.

Motion to resume the Board of Trustees Public Meeting and close Executive Session was made by Deputy Mayor D’Angelo, seconded by Trustee Williams and approved by all at 8:38 PM.

 FINANCIAL REPORT

PRESENTATION OF TENTATIVE BUDGET

Deputy Mayor D’Angelo and the Board discussed the presented budget.  The following items were changed:

  • Aim (NYS Revenue Sharing) $10,547

  • Chips $182,806

  • (SLFRF) State and Local Fiscal Recovery Funds $138,409

  • Holiday decorating $7,500

  • Regroup Trees to reflect $45,000

 

MAY 31, 2021 AUDITED FINANCIAL STATEMENTS

The Mayor announced that the Board will vote to approve the May 31, 2021 Audited Financial Statements at the Annual Meeting held on April 13, 2022.

PUBLIC SAFETY REPORT

  • POLICE REPORT: The Police Report for February 2022 was presented by Trustee Williams, stating 1 Auto Accident, no Burglary-Residence, no Burglary-Business, no Robberies, two Larceny-Auto incident, no Larceny (other than auto), none Criminal Mischief incidents and a total of 18 summonses (15 Movers and 3 Parkers). 

  • JUSTICE REPORT: The Monthly Justice Report for February 2022 was presented by Trustee Williams with total fines assessed in the amount of $3,135.00.

  • BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 to February 25, 2022 a total of 129 permits have been issued totaling $187,324.44 in Building Permit Fees.

 A motion to approve the minutes for the January 12, 2022 Board of Trustees meeting was made by Trustee Im, Seconded by Trustee Williams and approved by all.

 NEW BUSINESS

 142 REVERE ROAD

 142 Revere Road received several violations for not requiring proper permits.  The homeowners were sent to the BAC for design approval (siding/roofing) and the BAC denied their application, leaving the BOT the opportunity to accept or appeal the BAC’s decision.  Mayor Ceriello acknowledged that the homeowners have extenuating circumstances that prevented them from receiving the proper permits.  The Mayor moved to conditionally approve the work that is in place as long as said owners own the home.  Furthermore, once the title changes for 142 Revere Road that conditional approval will expire.  Motion was seconded by Trustee Williams and approved as follows:

112 BORGLUM ROAD -VINYL SHUTTERS

 After a discussion with Mrs. Chen, the Mayor decided that this agenda item will require further review and will be addressed at the April 13, 2022 meeting

 GIRL SCOUTS SILVER AWARD

Troop leader, Gorgia Katsoulis, asked the Board if her troop could complete their Silver Award “Take Action Project” which is a sustainable outdoor project in Copley and Waldmann Park.  After much discussion, it was determined that 18 bat boxes would be the best project for the troop.  Ms. Katsoulis will present the approved idea to the troop, and they will present the details of the project at a future board meeting.

 FINANCIAL REPORT

Deputy Mayor D’Angelo reported several highlighted expenses in January.   First, Integrity Tree Care for a Right of Way Tree on Ryder Road for $6,500. Northern Masonry for $5,488 for road repair on Kensett Road and Blackburn Lane and a final payment to United Paving for $22,379 for the road repair project.  Deputy Mayor D’Angelo also stated that the FYE 2023 Tentative Budget was sent to all Board members for their review and input to be shared at the March BOT meeting.

·         POLICE REPORT: The Police Report for January 2022 was presented by Trustee Williams, stating 2 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, one Larceny-Auto incident, two Larceny (other than auto), none Criminal Mischief incidents and a total of 8 summonses (3 Movers and 5 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for January 2022 was presented by Trustee Williams with total fines assessed in the amount of $430.00.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 to February 7, 2022 a total of 123 permits have been issued totaling $177,466.44 in Building Permit Fees.

MAYOR’S REPORT

The Mayor recognized the road crew and thanked them for all their efforts during last week’s snow storm.

CARTING CONTRACT

Mayor Ceriello reminded the Board that the Village’s current five-year garbage contract ends in May.   Request for Proposals (RFP) will be announced and posted publicly requesting contractors to submit bids on a possible 3/5/7-year contract.  The Mayor will continue the discussion regarding the specifications of the RFP at the February meeting.

FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the Village is above budget in terms of revenue.  Currently, he is working on a preliminary budget for the next fiscal year.

PUBLIC SAFETY REPORT

  • POLICE REPORT: The Police Report for November 2021 was presented by Trustee Williams, stating 1 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto), no Criminal Mischief incidents and a total of 26 summonses (21 Movers and 5 Parkers).   

  • JUSTICE REPORT: The Monthly Justice Report for October 2021 was presented by Trustee Williams with total fines assessed in the amount of $3,386.

  •  BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021 and, January 6, 2022, a total of 115 permits have been issued totaling $166,935.00 in Building Permit Fees.

NEW BUINESS

AC COMPRESSOR

Resident, Malinda Gillan, came before the Board to discuss Permit Number: 8962 (AC Compressor). After much discussion, the Mayor will confer with Anthony DiProperzio, Munsey Park’s Code Enforcement Officer, regarding the placement of the AC Compressor and subsequent screening. 

RESOLUTION APPROVING ELECTIONS INSPECTORS

Mayor Ceriello proposed the following resolution: RESOLVED, that pursuant to section 15-116 of the NYS Election Law, this Board does hereby appoint the following persons to serve as Inspectors of Election on Election Day, March 15, 2022 from Noon to 9 pm:  Karen Ghaffari – 55 Dartmouth Road, Manhasset and Deanna Chantly – 100  Knickerbocker Road, Manhasset and it was further RESOLVED, that compensation shall be at the rate of $200 per day.

 LIGHT THE NIGHT

Mayor Ceriello announced that Light the Night will take place on December 5, 2021 at 5 PM.  The Village will assist the Munsey Park Woman’s Club by selling lighting kits at Village Hall and coordinating the tree lighting event that will take place on the same night.

Mayor Ceriello read the following resolution:

RESOLUTION DESIGNATING THE OFFICES TO BE FILLED AND THE TERMS THEREOF, THE POLLING PLACE AND THE HOURS OF POLLS

Mayor Ceriello offered the following resolution and moved for its adoption:

WHEREAS, the next General Election for Village Justice and two Trustees each for a 2 year term for the Incorporated Village of Munsey Park, will be held on Tuesday, March 15, 2022 and

WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open;

NOW, THEREFORE, BE IT RESOLVED:

1.      That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and

2.      Polls will be open for the General Village Election to be held on Tuesday, March 15, 2022, between the hours of 12 noon and 9:00 pm.

AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating that the polling place and the hours the polls will be open at least sixty (60) days prior to the General Village Election.

JULIE VIOLA 5K RUN – August 13, 2022

Laura Viola Towey appeared via telephone to discuss her proposal – a 5K run in dedication to her late sister Julie Viola. Julie Viola, at the age of 33, was diagnosed with a rare salivary gland cancer. Unfortunately, in November of 2016 Julie Viola passed away. Julie Viola was an inspiration for many, she raised tens of thousands of dollars for cancer research by participating in walks, runs, and events. Throughout her battle with cancer, Julie carefully documented and participated in clinical trials, often as the only participant. Because of this fact Julie Viola has been written up in worldwide medical journals having made breakthroughs in cancer treatments.  

Further, Julie was an avid runner and an elementary school teacher at PS 100 in Ozone Park, Queens, where she taught kindergarten through 3rd grade for 20 years. For these reasons, Julie Viola’s family wants to dedicate a 5K run to benefit Munsey Park Elementary School.

 JIMMY’S RUN – SEPTEMBER 19, 2021

Trustee LiCalzi explained that for the first time The Village will host the 2021 Jimmy’s 5K Run which in years past has been held in New York City.  This fundraising event is intended to benefit the Army Ranger Lead the Way Fund which provides financial support to U.S. Army Rangers and the families of those who have died, been disabled or are currently serving in harm’s way around the world.  This run is named after Sgt. James (“Jimmy”) J. Regan who was killed in action in 2007.  Jimmy was raised in the family home on Park Avenue, attended Munsey Park School and following graduation from Chaminade High School attended Duke University where he played on the lacrosse team. 

The course will begin at approximately 10:00 AM at the LIRR train station and proceed up Park Avenue past the former Regan home on the corner of Morse Lane where runners will turn right to Hunt Lane and then follow Hunt Lane past Munsey Park School and then right on Manhasset Woods Road to Park Avenue and back to the train station.

HURRICANE HENRI

ROAD/TREE PRUNING UPDATE

The Mayor reported that all the road work and associated striping is complete as well as all the tree pruning of the Village’s Right of Way (ROW) trees. 

SIXTH PRECINCT

The Mayor and Trustee Williams met with the Commanding Officer of the Sixth Precinct to discuss enforcement throughout the Village.   The Village’s request for a school crossing guard on Manhasset Woods Road and Hunt was approved and the location has been secured since the beginning of this school year.

 JACK O’LANTERN EVENT IN COPLEY POND PARK

The Mayor would like to create a “Jack O’Lantern Event” for the residents of Munsey Park.  The proposed event will take place in Copley Pond Park from Friday, October 29th to Sunday, October 31st.  The Event will encourage residents to carve pumpkins and place them on display for others to enjoy.  Trustee Im said that she would reach out to the Munsey Park Woman’s Club to see if they would like to be involved in this event.

 RESOLUTION JUSTICE COURT ASSISTANCE PROGRAM

The Mayor made a resolution to authorize the Munsey Park Village Court to apply for the 2021-2022 Justice Court Assistance Program.  The resolution was moved by Deputy Mayor D’Angelo, seconded by Trustee Im and approved as follows:

Mr. and Mrs. Yenicag of 315 Manhasset Woods Road approached the Village as they are acquiring land adjacent to their property currently owned by Manhasset Lakeville Water District.   Mayor Ceriello consulted with Mr. DiProperzio, Munsey Park Building Inspector, regarding the purchase of this land and it was determined that it does not fall into the criteria of a sub-division.  However, the Yenicag’s are responsible to cover all the Village’s costs incurred up to $2,000.  Deputy Mayor D’Angelo made a motion to approve that the Yenicag’s will cover the Village’s costs up to $2,000, seconded by Trustee Im and approved as follows:

MAYOR’S REPORT

ROAD WORK UPDATE

  • Mayor Ceriello met with Jim McGowan to sign the repaving contract for the central section of Park Avenue and Abbey Road.  

  • The Mayor stated that the second phase of the road project is on schedule for the third week of August and will be completed before school opens. 

  • In addition to the three phases of the road project, the Mayor has included the pavement of Peale and the installation of Belgium blocks on the circle at Sargent Place. 

  • The Mayor stated that National Grid has delayed the gas main project on Ryder Road to September/October with roadwork to commence next Spring.  Mayor Ceriello will continue to negotiate the terms of this repaving project.

     

PUBLIC SAFETY REPORT

  • POLICE REPORT: The Police Report for May 2021was presented by Trustee Williams, stating 3 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, one Larceny (other than auto), no Criminal Mischief incidents and a total of 7 summonses (7 Movers and 0 Parkers). 

  • JUSTICE REPORT: The Monthly Justice Report for June 2021 was presented by Trustee Williams with total fines assessed in the amount of $3,123.00.  

  • BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2021, and July 12, 2021, a total of 17 permits have been issued totaling $19,349.00 in Building Permit Fees.

A motion to approve the minutes for the April 14, 2021 and the May 12, 2021 Board of Trustees Meeting was made by Deputy Mayor D’Angelo and seconded by Trustee Williams and approved by all.

SCHOOL GROUND MAINTENACE

A resident on Hunt Lane spoke before the Board to discuss the lack of maintenance and deterioration of the Munsey Park School property.   The homeowner asked that the BOT assist her with communicating to the school district the importance of properly maintaining their property.  Deputy Mayor D’Angelo assured the homeowner that he would call the Manhasset School District Administration and have the matter rectified.

MAYOR’S REPORT

LOCAL LAW 1, 2, 3 - 2021

Mayor Ceriello will be presenting legislation for three local laws at the July meeting.  Local Law 1 – 2021 opting out of allowing retail cannabis dispensaries and/or on-site cannabis consumption establishments from locating within the Incorporated Village of Munsey Park.  Local Law 2 – 2021 prohibiting smoking and/or tobacco use upon property owned and/or controlled by the Incorporated Village of Munsey Park.   Local Law 3 – 2021 designating “Protected Streets” and governing the requirements for excavations to be performed thereof.   

ROAD UPDATE

Mayor Ceriello reported that the upgraded water main has been installed on Park Avenue and MLWD are currently connecting individual homes to that main.   In addition, the bids have been received for the third phase of the road improvement project which includes the repaving of Park Avenue from Manhasset Woods Road to the traffic light at Abbey Road.  The lowest bid received was for $151,224 by John McGowan and Sons.

A motion to enter a contract with McGowan and Sons for the work specified in the bid package was made by Deputy Mayor D’Angelo and seconded by Trustee Im and approved as follows:

 BOY SCOUTS

Mayor Ceriello recognized three Munsey Park residents: John J. Palmadessa, Alexander Mario Boutzalis and Michael Phelps on their distinct honor of becoming an Eagle Scout.  The Mayor proclaimed that Wednesday, June 9th be declared a day of special recognition throughout Munsey Park to honor these Eagle Scouts and all of their accomplishments.    

FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the two highlighted expense items for this month were the Village Engineer, Jim Antonelli, for the current road project and automotive repairs to the Navistar Truck.  Deputy Mayor D’Angelo also updated the BOT on the purchase of a new F550 Dump Truck to replace the two-salter trucks.

 NEW BUSINESS

 650 PARK AVENUE

The resident at 650 Park Avenue is asking for relief from the initial permit requiring installation of shutters on both sides of the house.  The homeowner realized prior to ordering the shutters that installation could not be completed due several obstructions on one side and thus, leaving the house “unbalanced”.   The Board unanimously agreed to remove the requirement for side shutters.

MAYOR’S REPORT

OPTING OUT OF RECREATIONAL MARIJUANA DISPENSARIES

Mayor Ceriello proposed that the Village of Munsey Park respond to the recent legalization of recreational marijuana in New York state by instructing village counsel to draft legislation to “opt-out” of allowing the sale of marijuana in the Village.  The Village will need to “opt-out” before December 31, 2021 but there is an opportunity to always “opt” back in at a later date.   The Mayor will be presenting legislation for the Board to consider at the June meeting. 

ROAD UPDATE

Mayor Ceriello reported that that National Grid is planning on installing gas mains via bell holes on Ryder and Thayer Road.  The Mayor met with National Grid’s chief engineer to walk those designated streets and unfortunately, many of them are in good shape.  National Grid has completed Phase One of their gas main project.   Phase Two is still in the process of connecting homes to the gas mains and are estimating another week or two for that to complete.   The paving will take place this summer as it is important for the roads to settle.  

FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the only highlighted expense for the month of April 2021 is $14,450 to Hefferin Tree Service for removal/pruning of Village Trees.

 MEMORIAL DAY

Trustee LiCalzi announced that he will again be organizing the Munsey Park Memorial Day event which will take place before the Memorial Day Parade which begins at 10 am. 

PUBLIC SAFETY REPORT

 POLICE REPORT: The Police Report for March 2021was presented by Trustee Williams, stating 3 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, no Larceny (other than auto), one Criminal Mischief incidents and a total of 23 summonses (22 Movers and 1 Parkers).

MAYOR’S REPORT

ROAD UPDATE

Mayor Ceriello gave a brief update on the 2021 Road Project which is occurring on three phases:

Phase One – Eastern End of Park Avenue which is currently well under way.

Phase Two – Gas mains have been installed to the Whistler, Remington, Hunt, Abbey sections of the Village.  Currently National Grid is making individual gas connections to the homes.  Paving will commence once the connections are complete.

Phase Three – Western End of Park Avenue.  Manhasset Lakeville Water District is installing a new water main form Manhasset Woods Road to Ridge Crescent.  MLWD is also replacing fire hydrants on the eastern end of MWR to the end of Park Avenue. 

Jim Antonelli, Village Engineer, is preparing the bid books for the pavement of the central section of Park Avenue.  The Mayor believes, if all goes as scheduled, pavement should be sometime in June.  Once all three phases are complete the Village streets will be swept by Dejana Corporation. 

SHEDS

Trustee LiCalzi volunteered to investigate the Munsey Park Code vs. other Village’s codes regarding restrictions of sheds i.e., height/width/privacy/lot/set back and make a recommendation to the Board of Trustees based on his findings.

ANNUAL KIDS CHARITY EVENT

A motion was made Mayor Ceriello to approve the 11th Annual Kids Charity Fun Run and Fair on Saturday, June 5, 2021, seconded by Deputy Mayor D’Angelo and approved by all.

 ELECTION

The Mayor reminded the Board that the Village Election will be held on Tuesday, March 16th from noon to 9 PM.

 VILLAGE ARCHITECT

The Mayor announced that Amy Urban, Munsey Park Village Architect has resigned and thanked her for her time working with the Village’s Building Advisory Committee (BAC).  The Mayor will be speaking with Anthony DiProperzio, Village Code Enforcement Officer, and Joy Susi, Chairperson - BAC, regarding the process of selecting candidates and filling this position.

 FINANCIAL REPORT

Deputy Mayor D’Angelo reported that the Village is currently running on budget and highlighted notable monthly expense items for electrical work, salt delivery, engineering fees and truck repairs. He also stated that the current year’s budget transfers will be recorded at the next Board of Trustees meeting.  In addition, the Village has submitted the FEMA application to receive reimbursement for funds used to cover damage caused by Tropical Storm Isaias. 

PUBLIC SAFETY REPORT

·         POLICE REPORT: The Police Report for January 2021.was presented by Trustee Williams, stating 1 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, two Larceny (other than auto), no Criminal Mischief incidents and a total of 19 summonses (17 Movers and 2 Parkers). 

·         JUSTICE REPORT: The Monthly Justice Report for February 2021 was presented by Trustee Williams with total fines assessed in the amount of $735.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2020 and March 9, 2021, a total of 178 permits have been issued totaling $163,341.50 in Building Permit Fees.

 GENETEC

Deputy Mayor D’Angelo reported that he met with Genetec, a company that provides video management systems which enables organizations to utilize a surveillance system.   The impetus of this meeting was to educate and explore the use of surveillance technology to assist and manage security in the Village.   The Board will continue to explore various security programs and initiatives in the coming months.

NASSAU COUNTY HAZARD MITIGATION PLAN

The Mayor read the following resolution Authorizing the adoption of the Nassau County Hazard Mitigation Plan:

A RESOLUTION OF THE BOARD OF TRUSTEES OF THE INCORPORATED VILLAGE OF MUNSEY PARK AUTHORIZING THE ADOPTION OF THE NASSAU COUNTY HAZAED MITIGATION PLAN.

 WHEREAS, all of Nassau County has exposure to natural hazards that increase the risk to life, property, environment and the County’s economy; and

 WHEREAS, pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and

 WHEREAS, The Disaster Mitigation Act of 2000 (Public Law 106-390) established new requirements for pre and post disaster hazard mitigation programs; and

 WHEREAS, a coalition of Nassau County municipalities with like planning objectives has been formed to pool resources and create consistent mitigation strategies within Nassau County; and

 WHEREAS, the coalition has completed a planning process that engages the public, assesses the risk and vulnerability to the impacts of natural hazards, develops a mitigation strategy consistent with a set of uniform goals and objectives, and creates a plan for implementing, evaluating and revising this strategy;

NOW, THEREFORE, BE IT RESOLVED that the INCORPORATED VILLAGE OF MUNSEY PARK:

 (1)               Adopts in its entirety, the Nassau County Hazard Mitigation Plan (the “Plan”) as the jurisdiction’s Natural Hazard Mitigation Plan and resolves to execute the actions identified in the Plan that pertain to this jurisdiction.

(2)               Will use the adopted and approved portions of the Plan to guide pre- and post-disaster mitigation of the hazards identified.

 (3)               Will coordinate the strategies identified in the Plan with other planning programs and mechanisms under its jurisdictional authority.

 (4)               Will continue its support of the Mitigation Planning Committee as described within the Plan.

 (5)               Will help to promote and support the mitigation successes of all participants in this Plan.

 (6)               Will incorporate mitigation planning as an integral component of government and partner operations.

 (7)               Will provide an update of the Plan in conjunction with the County no less than every five years.

MAYOR’S REPORT
AWARD THE BID AMOUNT FOR THE ROAD REPAVING PROJECT OF 2021

The Mayor stated that the Village solicited bids from contractors for the phases of re-pavement of Park Avenue. Phase one - National Grid will be installing new gas mains on Park Avenue, from Morse Lane to the end of Park Avenue/Port Blvd., including a small section of Trumbull Road and Bartlett Drive.  Installing the gas main will require the road to be cut out closest to the curb and then restored with a temporary patch. The Village will repave this section of the road, curb to curb, with National Grid incurring half of the costs.  This phase will also include the re-pavement of Park Ave. from Morse Lane to the traffic light at Abbey Road.  Phase 2 – The Village will partner with Manhasset Lakeville Water District when they install a new water main on Park Avenue, from Manhasset Woods Road to Ridge Crescent.  A total of twelve bid books were distributed to interested contractors and ten bids were received.  The lowest bidder on the combined job was United Paving Inc. who has worked closely with the Village before on the Stuart/Eakins/Bellows pavement project last year. 

A motion to accept the bid amount of $390,497 submitted by United Paving for the work described in the bid package and authorization to move forward with the contract was made by Deputy Mayor D’Angelo, seconded by Trustee Williams, and approved by all.

RESOLUTION AUTHORIZING THE IMPLEMETATION AND FUNDING FROM THE MMF STATE-AID PROGRAM

Mayor Ceriello read the following resolution:

AT A REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE

INCORPORATED VILLAGE OF MUNSEY PARK HELD ON January 13, 2021:

A resolution Authorizing the implementation, and funding in the first instance of the State-aid Program eligible costs, of a capital project, and appropriating funds therefore, was proposed:

WHEREAS, a Project for road repair within the Incorporated Village of Munsey Park P.I.N. 0761.89.301 (the “PROJECT") is eligible for funding under a New York State Program administered by the New York State Department of Transportation (NYSDOT); and

WHEREAS, a sum not to exceed one hundred fifty thousand dollars ($150,000.00) in Program Funding is available to progress the project.

WHEREAS, the Incorporated Village of Munsey Park desires to advance the Project by making a commitment of 100% of the State share of the costs of the PROJECT.

NOW, THEREFORE, the Board of Trustees of the Incorporated Village of Munsey Park (hereinafter “the Board”), duly convened does hereby RESOLVE, that the above-subject project is hereby approved; and it is hereby further

RESOLVED, that the Board hereby authorizes the Clerk-Treasurer of the Incorporated Village of Munsey Park (hereinafter the “Village”) to pay in the first instance 100% of the cost of the PROJECT for the PROJECT or portions thereof; and it is further

RESOLVED, that the sum of $390,497.00 is hereby appropriated from the 2020-2021 Annual Budget of the Village and made available to cover the cost of participation in the above phase of the Project; and it is further

RESOLVED, that in the event the full state share costs of the project exceeds the amount appropriated above, the Board shall convene as soon as possible to appropriate said excess amount immediately upon the notification by the Clerk of the Village thereof, and it is further

RESOLVED, that the Mayor of the Village be and is hereby authorized to execute all necessary Agreements, certifications or reimbursement requests for State Aid on behalf of the Village with the New York State Department of Transportation in connection with the advancement or approval of the Project and providing for the administration of the Project and the Village’s first instance funding of project costs and permanent funding of the local share of federal-aid and state-aid eligible Project costs and all Project costs within appropriations therefore that are not so eligible, and it is further

RESOLVED, that a Certified Copy of this resolution be filed with the New York State Commissioner of Transportation of the State of New York by attaching it to any necessary Agreement in connection with the Project between the Village and the State of New York; and it is further

RESOLVED, this Resolution shall take effect immediately.

 NATIONAL GRID

The Mayor reported that National Grid is moving along with replacing gas mains on several side streets in Munsey Park which include Remington, Abbey, Hunt, Whistler, Homer, Durand, Alston, Sargent and Revere.  National Grid has agreed to open the concrete panel where the road is deteriorating and replace the road at no cost to the Village. 

RESOLUTION TO APPROVE ELECTION INSPECTORS FOR THE MARCH 16, 2021 ELECTION

Mayor Ceriello read the following resolution:

RESOLVED, that pursuant to section 15-116 of the NYS Election Law, this Board does hereby appoint the following persons to serve as Inspectors of Election on Election Day, March 16, 2021 from 12 pm to 9 pm:  Christina and Kevin O’Toole of 289 Crabapple Road and it was further RESOLVED, that compensation shall be at the rate of $200 per day.

Deputy Mayor D’Angelo presented the Fiscal Year May 31, 2020 Budget Transfers to close out the year.   These are unanticipated expenditures that present themselves during the normal cost of business.

Resolution to approve the Budget Transfers for the Year End 2020 Budget was made by Mayor Ceriello, seconded by Trustee Williams and approved by all.

Deputy D’Angelo reminded the Board that the FY 2021 Budget was finalized at the beginning of COVID-19 when the Village faced uncertainties as to the ramifications of a global pandemic to the budget.  The Board was conservative in forecasting permit fees at $160,000 of revenue, D’Angelo reported that the Village is exceeding expectations and trending at $145,000 of revenue with four months until year end.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2020 and January 6, 2021, a total of 129 permits have been issued totaling $145,999.50 in Building Permit Fees.

NEW BUSINESS

·         Resident Yan Yu - 140 Munsey Place teleconferenced into the meeting to present his permit application to install a fence.  Mayor Ceriello explained that fences are generally prohibited in the Village.  The Board considers fence application on a case-by-case basis and it is based upon need.  The Board unanimously denied the application for the fence and suggested other less intrusive ways to protect the sanctity of the homeowner’s property.

·         Patricia O’Neil, Architect, teleconferenced into the meeting to present a Regrading Plan for 388 Park Avenue.  The application is to approve the existing grade of the newly installed retaining wall on the east side of the property line.  It was noted that this approval is for the grading only and not the aesthetic of the existing retaining wall which will be changed by the homeowner based on BAC approval.  The Board unanimously voted to approve the exiting grading of the retaining wall at 33 Park Avenue.

MAYOR’S REPORT

VILLAGE HISTORIAN

The Mayor read the following (2) two resolutions:
RESOLUTION FOR CREATION OF POSITION OF VILLAGE HISTORIAN
:

WHEREAS the Board of Trustees believes that an appreciation of the history of the Incorporated Village of Munsey Park will be valuable for present and future generations of residents and citizens of the Village and will help create a continuing sense of community and preserve for posterity the background persons and activities which helped to mold and create the community that is now the Incorporated Village of Munsey Park.

NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRSUTEES OF THE INCORPORATED VILLAGE OF MUNSEY PARK, as follows:

Section 1. The position of Village Historian is hereby created.

Section 2. The Village Historian is authorized and directed to ascertain and document the existence of all facts, data, deeds, documents, photographs, paintings, artifacts, maps, etc., pertaining to the area now comprising the Incorporated Village of Munsey Park,  both from the time of its incorporation through the present, as well as similar data concerning the area where the Village is presently located which are of historical significance.

Section 3. The Village Historian is further directed and authorized to create a system for filing, cataloging and displaying historical artifacts of the Village and to maintain a system of ongoing accumulation of facts and documents which may or will prove to have historical significance in the future.

Section 4. The Village Historian is directed to coordinate efforts with the Mayor in order to determine an appropriate place to house the historic records of the Village and to secure budgeted funds for acquisition, storage and display thereof.

Section 5. The Mayor, with the Approval of the Board of Trustees, is authorized to choose a person to act as Village Historian, who shall be appointed by Resolution.  The term of office of the historian shall be for two (2) years and the Village Historian shall serve without compensation.

Section 6. This Resolution shall take effect immediately upon passage.

The forgoing Resolution was moved by Trustee LiCalzi, seconded by Trustee Im and approved by all.

RESOLUTION FOR APPOINTMENT OF VILLAGE HISTORIAN:

The following Resolution was proposed by Mayor Ceriello:

BE IT RESOLVED that ANDREW CRONSON, a resident of Trumbull Road in the Incorporated Village of Munsey Park, is hereby appointed as Village Historian.

The forgoing Resolution was moved by Deputy Mayor D’Angelo and seconded by Trustee Williams and approved by all.

VILLAGE ROADS

Residents have requested a stop sign on the corner Nassau Avenue and Thayer Road.  The Mayor is in favor of this request emphasizing the fact that the constant uphill traffic on Nassau Avenue presents a safety hazard to all pedestrians, and in particular the children who reside on those streets.  A motion to approve the stop sign (exact location to be determined) was moved by Trustee LiCalzi, seconded by Trustee Im and approved by all.

NATIONAL GRID

National Grid is replacing gas mains on several side streets in Munsey Park which include Remington, Abbey, Hunt, Whistler, Homer, Durand, Alston, Sargent and Revere.  Recently, Mayor Ceriello walked the designated streets with representatives from National Grid.  During that walk-through it was determined that most of the gas main road openings would occur along the concrete gutter; however, at times, the work will cross over and disrupt the entire concrete street panel.  The Mayor requested and National Grid agreed to open the concrete panel where the road is deteriorating and replace the road at no cost to the Village.

VILLAGE ARBORIST

Mayor Ceriello met with Richard Weir, a horticultural educator/consultant with over fifty years of experience.  Mr. Weir is currently working with several villages on Long Island to enhance their tree programs.  The Mayor stated that Mr. Weir could assist Munsey Park by creating a tree inventory and associated maintenance plan.  He can also assist, Trustee LiCalzi who is responsible for the Munsey Park Tree Pruning/Removal/Replacement Program, in approving/denying removals and selecting the proper replacement species and the location in which the tree will flourish.  The Board agreed that a Village Arborist is needed, and that Mr. Weir will be an asset to the Munsey Park Tree Program.

VILLAGE SECURITY

Trustee Williams stated that he and all Village employees met with the Homeland Security Division of the 6th precinct to learn various methods to improve security at Village Hall.  One method of security is a phone application called RAVE.  This security system allows employees to signal for an immediate emergency response from the 6th precinct.  The BOT will continue to discuss the Village’s security needs and the costs associated with the RAVE Program.

HOLIDAY HOURS

Mayor Ceriello announced the Village office holiday hours and the 2021 Holiday Schedule.

 

SKATING UNDER THE STARS

Trustee LiCalzi is responsible for Munsey Park’s 1st Annual Skating under the Stars.  He stated that residents are very excited, but the event is contingent upon cold weather and the subsequent freezing of the Copley Pond.

NEWSLETTER

The Mayor stated that the next issue of the Munsey Park’s Newsletter should be completed in the beginning of the New Year.  Trustee Im will be responsible for the upcoming newsletter which will be emailed to all the Village residents.

Deputy Mayor D’Angelo stated that the distinctive expense items for the month of November 2020 were emergency repair of roads for $25,780 and maintenance to the Village trucks for approximately $3,200.    

PUBLIC SAFETY REPORT

·         JUSTICE REPORT: The Monthly Justice Report for November 2020 was presented by Trustee Williams with total fines assessed in the amount of $3,388.00.

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2020 and December 6, 2020, a total of 129 permits have been issued totaling $132,253.50 in Building Permit Fees.

SNOW READINESS

Trustee Williams and Field Supervisor, Ted Boutzalis briefed the Mayor on the Village’s preparation for the upcoming snowstorm. 

NEW BUSINESS

·         A motion to approve permanent basketball hoops at 64 Vanderlyn Drive and 188 Kensett Road was made by Trustee LiCalzi, seconded by Trustee Williams and approved by all. 

·         A motion to approve the revised landscape plan for 5 Barnard Place (Frangella) was made by Deputy Mayor D’Angelo, seconded by Trustee Williams and approved by all.

·         The Mayor read the following resolution:

RESOLUTION FOR ISSUANCE OF BID BOOKS:

WHEREAS, the Board of Trustees has determined that that it is in the best interests of the Village to undertake road repair work within the Village, specifically to Park Avenue;

WHEREAS, in accordance with the applicable policies of the Village and the Laws of the State of New York, the Village wishes to solicit bids for the completion of such work, in accordance with the specifications as detailed by the Village Engineer.

THEREFORE, BE IT RESOLVED, that the Board of Trustees hereby authorizes the issuance of a request for bids in accordance with the specifications of the Village Engineer and for the advertisement of such request for sealed bids on said project, to be received and opened in accordance with the specifications set forth by the Village Engineer.

The forgoing Resolution was moved by Trustee LiCalzi and seconded by Deputy Mayor D’Angelo and approved by all.

·        Munsey Park has been asked to renew our membership with the Manhasset Bay Protection Committee which is an inter-municipal organization focused on addressing water quality and coastal issues.  The Committee is funded through annual dues from the municipal members.  The Committee’s goals are to protect Manhasset Bay while balancing and maintaining recreational and commercial uses.   A resolution to renew Munsey Park’s membership in the Manhasset Bay Protection Committee for $1,800 for the 2021/2022 year was made by Trustee LiCalzi, seconded by Trustee Williams and approved by all.

There being no further business, a motion to go into Executive Session to discuss litigation and personnel issues was made by Trustee Williams, seconded by Trustee LiCalzi and approved by all.  At the end of the Executive Session, a motion will be made to re-open and close the public meeting.

Mayor Ceriello led those in attendance in the Pledge of Allegiance.

A Motion to Open the Public Meeting was made by Trustee Williams, Seconded by Trustee LiCalzi and called to Order by Mayor Ceriello at 7:34 pm.

MINUTES

 The minutes for the October 14, 2020 Board of Trustees meeting were approved by all.

NEW BUSINESS

Philip Rio, 129 Whistler Road, was in attendance to discuss the Village Code pertaining to sheds, specifically the required peak height, surface area, set back and screening.  Mayor Ceriello recognized Mr. Rio’s position and assured him that he will lead a future discussion with the Board.

MAYOR’S REPORT

VILLAGE ROADS

·         The Mayor stated that Jim Antonelli, Village Engineer, is preparing the bid books for the re-pavement of Park Avenue which will occur (weather permitting) in the Spring of 2021. National Grid will be installing new gas mains on Park Avenue, from Morse Lane to the end of Park Avenue/Port Blvd., including a small section of Trumbull Road and Bartlett Drive.  Installing the gas main will require the road to be cut out closest to the curb and then restored with a temporary patch. The Village will repave this section of the road, curb to curb, with National Grid incurring half of the costs.   The RFP will also include the re-pavement of Park Ave. from Morse Lane to the traffic light at Abbey Road. 

·         National Grid is planning a gas main replacement on Remington, Abbey, Hunt, Whistler, Homer, Durand, Alston, Sargent and Revere.  Mayor Ceriello walked the project area with National Grid and suggested that instead of tearing up the concrete streets that they obtain access through the concrete gutter.  The Mayor will continue to discuss various options that will allow us to partner with National Grid and achieve the greatest cost benefits to the road replacement projects throughout the Village. 

·         A section of Abbey Road was repaired by Northern Masonry after the road began to essentially collapse.  Typically, a road has ten inches of concrete with rebar, this section was found to have two inches of concrete with no rebar and no subsurface.  The Village plans on seeking reimbursement from the original mason company.

TREES

Mayor Ceriello walked Manhasset Woods Road with Field Supervisor, Ted Boutzalis and Frank Hefferin, to identify the trees that need to be pruned in the near future.

LIGHT THE NIGHT

Trustee LiCalzi stated that Light the night and the Third Annual Christmas Tree Lighting will be on Sunday, December 6, 2020.  He said that they will ask families to enter together at 5:30 PM, adhere to social distancing rules and wear face masks.  No food or refreshments will be served.   Trustee LiCalzi said that the tree lighting and visit from Santa will occur at 5:45 PM. 

FINANCIAL REPORT

Deputy Mayor D’Angelo stated that the distinctive expense items for the month are an emergency roadway repair by Copley for $12,782 and annual insurance renewal for $42,715.    

RESOLUTION – ELECTION

Mayor Ceriello offered the following resolution and moved for its adoption:

WHEREAS, the next General Election for Mayor and two Trustees each for a 2 year term for the Incorporated Village of Munsey Park, will be held on Tuesday, March 16, 2021 and

WHEREAS, Section 15-104 (3) (b) of the Election Law of the State of New York states that the Village Board of Trustees must designate by Resolution the polling place in each election district, and the hours during which polls are open;

NOW, THEREFORE, BE IT RESOLVED:

1.      That the one (1) polling place in the Village of Munsey Park will be in the Village Hall, 1777 Northern Boulevard, Manhasset, New York 11030; and

2.      Polls will be open for the General Village Election to be held on Tuesday, March 16, 2021, between the hours of 12 noon and 9:00 pm.

AND BE IT FURTHER RESOLVED, that the Village Clerk is authorized to publish a Notice stating that the polling place and the hours the polls will be open at least sixty (60) days prior to the General Village Election.

A motion to approve this resolution was made by Trustee LiCalzi, seconded by Trustee Williams, and approved by all.

RESOLUTION – JUSTICE COURT

A resolution to acknowledge the examination of the Justice Court Financial Statements was made by Trustee LiCalzi, seconded by Trustee Williams, and approved by all.

PUBLIC SAFETY REPORT

·         JUSTICE REPORT: The Monthly Justice Report for October 2020 was presented by Trustee Williams with total fines assessed in the amount of $1,860.00.

·         POLICE REPORT: The Police Report for October 2020 was presented by Trustee Williams, stating 1 Auto Accidents, no Burglary-Residence, no Burglary-Business, no Robberies, no Larceny-Auto incident, one Larceny (other than auto), no Criminal Mischief incidents and a total of 9 summonses (8 Movers and 1 Parkers). 

·         BUILDING REPORT: The Building Report was presented by Trustee Williams, stating that between June 1, 2020 and November 13, 2020, a total of 123 permits have been issued totaling $111,276.50 in Building Permit Fees.

Trustee Williams stated that he and the Mayor met with the POP police and spoke to them about their efforts to increase enforcement regarding speeding and different traffic violations within the Village.  In addition, the 6th precinct is working to have an additional crossing guard approved for Hunt Lane and Manhasset Woods Road.  They also met with the Homeland Security Division of the 6th precinct and learned various ways we can augment the security at Village Hall.  Another meeting to educate Village Hall employees will be scheduled at a later date.  

NEW BUSINESS

There being no further business, a Motion to close the meeting was made by Trustee LiCalzi and Seconded by Trustee Williams and the meeting was brought to a close at 8:47 pm.
