The Board of Trustees hope all the Village residents are enjoying the end of summer and the start of a new school year.  The Board did not meet in August so we wanted to update you on issues discussed at our September meeting and other issues that are currently affecting the Village.

REMEMBRANCE:  Please take the time to remember all the families that were affected by September 11, 2001, especially our Village residents.  They include Thomas Burke, Paul R. Casio, James Connor, Joseph D. Dickey Jr., John F. Iskyan, Timothy C. Kelly, and Frank Salvaterra.

TRAFFIC & SAFETY:  School is open.  Back-to-school time means more pedestrians and bicyclists around our schools and in our Village.  Please drive safe and give yourself some extra time.  There are first time students walking our streets with parents who will be very excited about the new year.  Let's make sure we have a safe start to the school year.  Slow down, come to a complete stop at the stop signs and find a safe spot to drop off and pick up your student.  Please observe all parking signs in the Village, especially around Munsey Park School.  During Munsey Park school open house evenings in September, parking is restricted to one side of the street, please observe all parking restrictions.  Village streets are too narrow for double side parking and restricts access for emergency vehicles.

ROADS:  The Hawthorne/North Eakins road re-pavement project was completed over the summer and we thank all of the residents for their cooperation and patience during the construction.   As we continue to address the infrastructure needs of the Village, we are focusing on the worst rated roads according to the VMP Road Ratings Map, which can be found on the Village’s website.  The Village currently has a bid out for the repaving of Hunt Lane (Abbey Road East to Sully Drive), Earle Place and Morse Lane and hopes to complete this project in the Fall.  We will update residents on this project at the October meeting after we receive all of the bids.

SENATOR ELAINE PHILLIPS ROAD GRANT:  The Village would like to thank Senator Elaine Phillips, who granted the Village $150,000 for our roads.  We will put this generous grant towards our next infrastructure project.  The Village will continue to apply for road grants at the town, county and state level and we are hopeful to get even more financial assistance to improve our roads.

EXTENET:  We are pleased to report that Extenet, the company that had applied for a special use permit to install a cell node on Manhasset Woods Road, north of Park Avenue and then sued the Village of Munsey Park for not approving the application, has withdrawn the application and voluntarily discontinued the lawsuit against the Village.  We are delighted with these developments.  Notwithstanding the foregoing, the interest of cell providers in adding cell facilities may continue and Munsey Park, along with surrounding Villages, may receive further requests to consider these telecommunication facilities.  The Board stands ready to enforce the provisions of the Village Code to protect the interests of our residents.  At this time, however, the matter is closed.  The Board will continue to insist on strict compliance of the Code in connection with all future applications for telecommunications infrastructure in the Village.  The Village will also continue to monitor associated events, in Munsey Park and in nearby Villages, and will keep residents informed of further developments, if any.

ON-GOING TREE REPLACEMENT:  The Village is continuing with its efforts to restore the right-of-way trees throughout the Village.  Over the past year, we have planted approximately 40 trees – London Plane, White Oaks and Zelkova trees on Manhasset Woods Road, Park Avenue and various other streets upon request of residents.   This Fall we expect to plant another 36 trees of various types throughout the Village.  If you are interested in placing your name on a list to obtain a tree along the street in front of your home, let Village Hall (Deputy Clerk Maureen Mclean) know.  We expect to be placing our order with the tree farm in the next few weeks and planting will occur after the first frost in November/December.

VILLAGE ENTRANCES:  You have probably noticed some landscaping improvements at the entrances to the Village at the Park Avenue Hill and at Manhasset Woods Road.   Things have moved slowly due to the availability of suitable plants, the sudden onset of hot, dry weather earlier this year and the lack of irrigation in those spots.  However, we are now moving to complete the project. We expect to install landscape lighting and irrigation in those areas this month and finish planting thereafter.  We think that you will like the results.

MLWD WORK:  The water district is conducting an upgrade on a Park Avenue waterline from the water tower.  They are currently waiting for the approval from the health department to complete the waterline tie-ins, which should occur in the next week or so.  All affected residents have been notified by the MLWD.  Once these tie-ins are complete, MLWD restoration of Park Avenue will begin.

NO SOLICITATION LIST:  Various organizations have been soliciting Village residents asking for their support or contribution to a certain cause.  If any resident would like to be placed on a ‘Do Not Solicit List’ please contact Village Hall.

NEW AMERICAN ARTISTS:  As you know, the streets in Munsey Park are named after famous American artists – Winslow Homer, Thomas Eakins, Gilbert Stuart, James Abbott McNeil Whistler to name a few.   If you’ve visited Village Hall, you noticed reproductions of some of their famous paintings on display.    This Fall, we are inviting residents of Munsey Park to submit their own works of art for a limited time display in Village Hall under a program we call “New American Artists”.  Village Hall will have more information available on this event shortly.

REDWOODS IN MUNSEY?:  Yes! A little backstory since the story behind Dawn Redwoods is fascinating!  The Dawn Redwood (Metasequoia glyptostroboides) is believed to have once been one of the most widespread tree species in the Northern Hemisphere.  Fossil remains of this redwood were found in North America, Asia and Greenland.  Scientists had concluded that it must have been extinct for millions of years.  However, in 1944, a Chinese forester found an enormous dawn redwood in a remote province of China and in 1948, a small group collected the seeds and distributed the same to various universities and arboreta worldwide for growth trials.   The tree has made a remarkable comeback and may now be found in NYC’s Central Park and in London among other places.  Unlike most other conifers, the tree is deciduous, seasonally dropping its delicate needles in the late fall.  Now, through the generosity of Joseph Marando, owner of Marando Nurseries of Manorville, the tree farm where we have sourced our right-of way trees, 2 Dawn Redwoods will be donated to Munsey Park and planted, one each in Waldman Memorial Park and Copley Pond Park.  Once we have a date for planting, we will let you know.

Dear Residents,

We are pleased to report that the Village has been informed that Extenet, the company that applied for a special use permit to install a cell node on Manhasset Woods Road, north of Park Avenue and then sued the Village of Munsey Park for not approving the application, has withdrawn the application and voluntarily discontinued the lawsuit against the Village.   We are delighted with these developments.   Notwithstanding the foregoing, the interest of cell providers in adding cell facilities continues unabated and Munsey Park, along with surrounding Villages, may receive further requests to consider these telecommunication facilities.  The Board stands ready to enforce the provisions of the Village Code to protect the interests of our residents.  At this time, however, the matter is closed.   The Board will continue to monitor associated events, in Munsey Park and in nearby Villages, and will keep residents informed of further developments, if any.

Summer is almost here and the Village would like to take this opportunity to update our residents with some important events and projects in the Village.  Please take a moment to read about Movie Night at Waldmann Memorial Park, taxes, upcoming road work and some additional information.  If any resident has additional questions, please contact Tara or Maureen at Village Hall.

MOVIE NIGHT AT WALDMANN MEMORIAL PARK:  The Village of Munsey Park and the Munsey Park Women’s Club invite you to attend Movie Night at Waldmann Memorial Park on Monday evening, June 25.  Bring a blanket, chair and come down to watch the movie GOONIES under the stars.  The movie will begin at sundown and popcorn will be served.  We look forward to a great evening and this new summer tradition in our Village.  All Village residents are welcome to attend.  A rain date is scheduled for Wednesday, June 27.

TAXES:  Village taxes are due no later than July 2nd without penalty.  Taxes were mailed out a couple of weeks ago.  If you have not received your tax bill in the mail, please call Village Hall.  Village taxes reflect no tax increase for the current fiscal year.  Any increase from last year is due to the change in the tax assessment rate from Nassau County.  We will continue to work to contain our Village budget while improving quality of life in a balanced way.  Village hall hours are listed below.

ROAD IMPROVEMENT:  At a special board meeting conducted on May 22, the Board selected United Paving for the Hawthorne/North Eakins road improvement project.  The project will begin within the next week and is expected to last for about 2 weeks.  Street access will be limited at this time.  Please be careful when driving through this area.   All residents directly affected by this project have been notified by the Village, if you any questions please contact Village Hall.

REPLACEMENT TREES:  As you may have noticed, the Village has planted many new trees around the Village.  Approximately 30 new trees will beautify the Village in the coming months.  With the hot summer days approaching, we ask residents with these new trees to water them frequently.  Our road crew is out everyday watering, but assistance from residents would be extremely helpful to our crew and for the survival of these new trees.

MUNSEY PARK EAGLE SCOUTS:   On Sunday, June 10th, the Eagle Scout Court of Honor welcomed the following new Eagle Scouts:  Matthew J. Palmadessa, Dylan Shelley, Ryan Hughes Watson and William Boutzalis.  These young men have impacted their communities directly through various Eagle Scout Projects including the renovation of Waldmann Memorial Park.  Please join us in congratulating these outstanding young men for their scouting achievements and dedication to our community.

MEMORIAL DAY CEREMONY:  Thank you to Munsey Park resident Greg LiCalzi Jr. for leading the Memorial Day ceremony at Waldmann Memorial Park and to Mayor Frank DeMento for reminding us of the sacrifices so many have made for our country.  What a special day in our community and a tradition that the Village will continue every year.  The picture shows the children of Munsey Park placing a wreath in remembrance of our fallen heroes.  The flags will remain up on Park Ave until the 4th of July.

STREET SWEEPING AND GUTTER CLEANING:  The Village is in the process of pumping and cleaning out the Village gutters.  Village street sweeping will follow and is scheduled for Wednesday June 27 and Thursday June 28.

NATIONAL GRID UPGRADES:  National grid has completed the gas line upgrades on Park Avenue and surrounding streets.  The final phase of this improvement is to properly patch the road entries, which will begin this week.

SAFTEY UPDATE:  The end of school is approaching and we ask all residents to SLOW DOWN.  Please take your time driving through the Village and be aware of pedestrians and children playing in the neighborhood.  Speed control and safety starts with us.

SUMMER SCHEDULE:  Village Hall will be open Monday through Thursday from 9am - 4pm and close at 12 pm on Fridays through Labor Day.   You may contact Village Hall at (516) 365 -7790.

VOLUNTEERS: If any residents have a desire to get involved with the Village, please reach out to Mayor DeMento or any of the other Trustees.

NEXT MEETING: Our next meeting will be Wednesday, July 11 at 7:30pm.  Just a reminder that there is no board meeting in August, the next meeting following our July meeting will be in September.

BOARD OF TRUSTEES MAY 2018 UPDATE

MEMORIAL DAY CEREMONY:  On Monday, May 28, the Village will have a Memorial Day ceremony at Waldmann Park at 9am.  The Park was named after Lt. George Waldmann, who in 1943, was the first resident of Munsey Park to die at war. The park was originally dedicated to Waldmann on Memorial Day in 1946, 72 years ago. This event is being spearheaded by local resident Greg LiCalzi Jr., who has lost his brother Mike to the Iraq War.  The ceremony will begin at 9am with the singing of the National Anthem.  Please join us prior to attending the Plandome Road parade in town as we pay tribute to the Munsey Park residents who lost their lives so we can live our lives freely.

ROAD BIDS FOR HAWTHORNE/EAKINS:  Five bids were received for the Hawthorne/Eakins Road improvement project.  The Board will review and vote on a contractor for the project during a special board meeting on Tuesday, May 22.  Following the selection of a contractor, the time period for the date of construction will be determined.  The Village will be in direct contact with the Hawthorne/North Eakins residents affected by the upcoming construction.

NATIONAL GRID UPGRADES:  The gas line upgrades on Park Avenue and various streets are almost complete.  National Grid has provided us with the following update:
•    All new gas main has been installed and “gassed in”.  This means there is gas in the new main, as well as the old main.
•    Service transfers are underway (switching gas service from old main to new main).
•    34 service transfers remain (as of 5/5/2018).  All services on Strickland are complete, 2 services remain on Burnham and the balance of service transfers remains on Park.
•    There is approximately 3 weeks of additional work.
•    After service transfers are completed, one more tie-in will take place, retiring the old main and permanent restoration will follow shortly after that.  Temporary patches will be dug out and then fully restored as per the permit stipulations.

MPWC KIDS FUN RUN: Mark your calendars for the 9th annual MPWC Kids Fun Run and Fair which will take place Saturday, June 2 between 9am – 10:30am.  The beneficiary of the event will be SCA Project Share, which will use the monies raised to purchase basic items for economically at-risk students at the Manhasset schools.  The race will begin and end at Polliwog Pond.  Please contact Alecia Dalessio at aleciafoxdalessio@gmail.com for questions regarding sponsorship or registration.

REPLACEMENT TREES:  During May, the Village planted approximately 18 specimen white oaks and zelkova trees on the right of way throughout the Village.  We anticipate continuing the replanting program in the fall.  If you would like to be placed on the list for new Right-of-Way trees during the fall, please contact Village Hall.  We expect to place orders for the trees in August/September with a replanting date after the first frost in the autumn.

VILLAGE ENTRANCES:  The Village has begun to prepare the sites for new entrance plantings on Manhasset Woods Road (at Northern Blvd.), Park Avenue (both ends) and Copley Place.  We expect the replanting to be completed by Memorial Day.

TOWN OF NORTH HEMPSTEAD YARD WASTE REMINDER:  All lawn and garden waste must be placed “loose” in containers (not to exceed 32 gallons) or alternatively, in paper recycled bags.  The Town will no longer accept lawn and garden waste in plastic bags.  Paper bags are available at Village Hall.  Please make every effort to comply with these new rules.  If you have any questions, please let us know.

VOLUNTEERS: If any residents have a desire to get involved with the Village, please reach out to Mayor DeMento or any of the other Trustees.

NEXT MEETING: Our next meeting will be a special meeting to vote on the road bids that were submitted for the Hawthorne/Eakins road improvement project on Tuesday, May 22 at 7:30pm.  Our June meeting will be held on Wednesday, June 13 at 7.30pm.

Dear Residents,

We’ve been recently notified that the Town of North Hempstead has mandated that all lawn and garden waste be placed “loose” in containers (not to exceed 32 gallons) or, alternatively, in paper recycling bags.  The Town will no longer accept lawn and garden waste if contained in plastic bags.  An announcement received by the Village explaining this change is attached.   Our contract with Meadow Carting requires Meadow Carting to remove lawn and garden waste (other than that generated by commercial lawn care companies) from Munsey Park homes.  Such waste is ultimately delivered by Meadow Carting to the Town for disposal.  Therefore, these new rules will be applicable to residents of Munsey Park and, consequently, lawn and garden waste contained in plastic bags will not be removed by Meadow Carting.  A limited supply of brown biodegradable paper lawn bags are available at Village Hall for your convenience.  Please make every effort to comply with these new rules.  If you have any questions, please let us know.

VILLAGE FINANCES:  The board approved the final budget for the fiscal year ended May 31, 2019.  The final budget is available on the Village website. The budget includes no tax increase and has budgeted for village plantings and maintenance.

VILLAGE APPOINTMENTS: The following appointments were made at the meeting of the Board of Trustees on April 10, 2018: Jennifer Noone was sworn in as Deputy Mayor; Antonio D’Angelo was sworn in as Trustee; Anthony M. Sabino was sworn in as Trustee; John Turano was sworn in as Village Justice; Patricia Miller was appointed Associate Justice; Tara Gibbons was appointed Clerk / Treasurer; Maureen Mclean was appointed Deputy Clerk / Court Clerk; Robert Morici was appointed Village Attorney; Laura Dilimetin was appointed Village Prosecutor;  Anthony DiProperzio was appointed Building Inspector; and Joseph Russo was appointed to the Board of Zoning Appeals. The website has been updated to reflect updates to the Village committees.

COMMERCIAL TRAFFIC:  As a result of the increase of construction and improvements in the northern part of Manhasset and Port Washington area, there has been an increase of commercial traffic throughout the Village, particularly on Manhasset Woods Road to and from Northern Blvd.  Commercial traffic vehicles navigate through our Village, while they should be using Northern Blvd and Port Washington Blvd to reach destinations in Flower Hill, Plandome and Port Washington.  Commercial through traffic is not permitted in our Village.  To control the flow of commercial vehicles in the Village, residents should notify Village Hall of any companies that repeatedly use our streets as a cut through.  Your help in this matter is appreciated.

SCA FAIR:  The SCA fair will be held on May 5, 2018 from 10am-5pm.  Please be aware of the parking restrictions on Village streets.  The Village will be assisting the SCA in parking and traffic enforcement.  This is a great day in our Village, so please come out and support the SCA on this special day.  The success of the fair relies on the many volunteers from our community.  If any resident would like to volunteer or make a donation to sponsor this event, you may reach out to Claudine Fini or Annie Yeung at manhassetscafair@gmail.com.

ELECTION: Village Elections are complete, Justice Turano was re-elected as Village Justice for a four-year term, Jennifer Noone was re-elected as Trustee and Anthony Michael Sabino as Trustee, each will serve a two-year term.  The new term started on April 1 and each Trustee was sworn in at Tuesday night’s meeting.  A total of 567 residents came out to vote.  Thank you to all of the residents that turned out for the election.

DOG CONTROL: Dogs must be restrained. Village ordinances require that dogs not be permitted to "commit a nuisance" on private property or in any public place. Please curb your dog.

SAFETY: Please continue to be diligent as we move into the spring and call 911 with any suspicious activity around the Village.  As the weather warms up, please travel slowly on Village roads and be aware of children and pedestrians enjoying our streets and parks.  Traffic safety and awareness starts with us and sets an example for others traveling through our Village.

VOLUNTEERS: If any residents have a desire to get involved with the Village, please reach out to Mayor DeMento or any of the other Trustees.

NEXT MEETING: Our next meeting will be Wednesday, May 9 at 7:30pm.

April 11, 2018

As the weather slowly warms, we each find ourselves searching the branches of trees for signs of Spring.  Needless to say, however, trees do more than mark the change of seasons.  Trees in Munsey Park provide visual beauty, enhance the value of our homes, muffle street noise, purify the air, calm the nerves and convey a sense of place that is timeless. In recognition of these benefits, the Village has a policy designed to protect and maintain trees on public and private property.

The Village is undertaking a review of its policy regarding tree maintenance with a view toward determining whether the current provisions of the Village Code relating to trees on private property and along the Village “right of way” (ROW) adequately reflect the interests, concerns and values of the Village and its residents.

In reviewing our policy and formulating any changes to this policy, we expect to consider the following areas:

• Standards for tree removal applications including requirements for replacement trees including  size and variety of the replacement tree(s) to be planted with separate and specific reference to the Village ROW, private front yards and rear yards;
• Standards for tree pruning applications;
• Development and adoption of “best practices” standards for arborists licensed by the Village;
• Consideration of responsibility for maintenance of trees on the Village ROW;
• Consideration of incentives/disincentives for acceptance of replacement of trees on the Village ROW;
• Composition, duties and authority of the Village “Tree Committee”;
• Consideration of policies to promote tree replacement;
• Consideration of policies governing planting of trees and other landscape items on the Village ROW;
• Fiscal implications of the policies under consideration;
• Consideration of alternative sources of funding for tree replacement and maintenance; and
• Consideration of updates to the list of “specimen trees” to be promoted by the Village.

In order to accomplish the foregoing, we plan on convening a select group of interested residents to discuss the related issues.   We are looking for a diversity of opinions from a cross-section of Village residents.  We plan on keeping the working group manageable in size and expect participants to be available to meet two or three times to discuss the issues.  It is expected that the consensus plan will be presented to Village residents for further consideration.

If you are interested in assisting the Village in this endeavor, please send an email to mpmclean@munseypark.org or a letter addressed to The Village of Munsey Park, 1777 Northern Boulevard, Manhasset, NY 11030 describing your interest.

Please take the time to read the Village of Munsey Park March 2018 update.  The Board is preparing the budget for the 2018-2019 fiscal year.  Presented below is a financial snapshot of the Village, along with other important business.  Our next meeting is April 11, 2018 at 7.30 pm.  Warmest wishes to our residents celebrating the Easter and Passover holidays.

VILLAGE FINANCES: The proposed budget for the fiscal year ended May 31, 2019 was presented at the March meeting. The objective of the budget is to keep us fiscally sound while addressing needed improvements in infrastructure, maintenance and beautification. This proposed budget is meant to ensure we have a strong balance sheet if and when, we as a Village, decides to take on a major infrastructure capital improvement project, as well as be prepared for potential uncertainties.  The proposed budget will be available on the Village website.  Some key highlights:
• Our reserve fund is projected to be at about $1,500,000 at May 31, 2018.
• We are projected to run at a surplus of about $220,000 for the year ended May 31, 2018.
• Keeping property tax revenue flat and forecasting building improvement revenues to be consistent with the prior year when considering the amount of projects that have been put in front of BAC and scale.
• Our expenses for salaries and benefits, garbage and debt total about $1,200,000, representing 2/3 of our budget.
• Our garbage contract was renegotiated last year through the bidding process however represents a rise in costs of about 20% over the past 3 years.
• Our salaries and benefits have declined in the past couple of years due to retirements and less tenured employees.
• Included in the proposed budget is $50,000 of a contingency for possible overruns and or shortfalls.
• The budget includes $262,000 for road maintenance. With respect to roads, we will be working with our engineer to use the scaling map of roads and formulate a 5 year road improvement plan by road by year.
• The budget includes $233,000 for debt and interest which is set to be paid for 2021.
• The budget includes $30,000 for tree maintenance programs.
• The budget includes $20,000 for Village entryway beautification projects.
• The remainder of our budget is allocated to utilities and day-to-day expenses to running the Village.

GAS LINES UPGRADE:  National Grid in collaboration with Asplundh Construction Co. will be upgrading the gas main along the north side of Park Avenue (east of Manhasset Woods Road) to Abbey Road, Burnham Place and Strickland Place. Work is expected to commence this week with the project concluding by the beginning of June. National Grid will schedule directly with each affected homeowner for hookup to the new gas lines resulting in interruption of service for one day.  This may include the possibility of relocating gas meters to the outside of the home.

ROADS:  In regards to the Hawthorne/North Eakins road improvement project, the survey work is still in progress.  The three nor'easters prevented the surveyor from completing the work, but he will be there this week to finish, assuming the snow is gone.  Accurate surveying of the road section cannot be done with any snow on the road shoulder.  Meanwhile, the Engineer is in the process of preparing the bid books for the project, bids should be completed by the end of the month and bidding will commence shortly thereafter.  Bids will presented to the Board in April or May and voted upon.

RADAR SPEED SIGNS: The Town of North Hempstead will be distributing radar speed signs paid for with state grants to Villages on the North Shore, including Munsey Park. The Village has been in contact with the Town to ensure our Village’s participation, when the signs become available.

VILLAGE COMMITTEES:  Please welcome Joseph Williams to the BAC. He has lived in Manhasset since 2005, and in Munsey Park since 2012, with wife Colleen and their three daughters (11, 9 and 7) who are all students at Munsey Park Elementary School.  Joe has been a Litigation Attorney for 25 years and was a former Assistant District Attorney.  He currently maintains his own law practice in midtown Manhattan.

VILLAGE ARCHITECT:  Please welcome Amy Urban as the new Village Architect.  Amy is a New York State Registered Architect. She holds a Bachelor of Science in Civil Engineering from Bucknell University and a Master of Architecture from Rensselaer Polytechnic Institute. Amy will attend the Building Advisory Committee meetings along with the five committee members and the Village Building Inspector, Anthony DiProperzio. She will also work with the Village’s Zoning Board, Building Advisory committee, and the Building Inspector to review the building and zoning codes to propose revisions to help keep the character of the Village and ensure new construction does not overwhelm neighboring homes.

BOARD MEETINGS: Many residents have reached out to the Village regarding the timing of our monthly board meeting.  Currently, the meetings are held in the evening at 7:30pm.  There are many residents that cannot attend nightly board meetings because of the obligations they have in the evening and would like a more convenient time in the day, specifically in the early afternoon.  The Board is looking into the possibility of having one board meeting (or several) during the day so that more residents may attend.  We welcome your feedback on this issue.

ELECTION: On Tuesday, March 20th, the Village will hold elections for two Trustee positions and for Village Justice. The polling location will be at Munsey Park Village Hall from 12Noon until 9pm.

VOLUNTEERS: If any residents have a desire to get involved with the Village, please reach out to Mayor DeMento or any of the other Trustees.

NEXT MEETING: Our next meeting will be Wednesday, April 11 at 7:30pm.

Dear Residents,

We hope everyone fared safely through last night's storm.

Eakins Road between Park Avenue and Ryder Road is closed due to down power lines and a tree blocking the road.

Allston Place is also closed due to down wires.  It should be assumed that these wires are LIVE and should be avoided at all costs.  PSEG is aware of the situation as are the police.

The Village will waive permit fees for pruning and / or removal of trees that were damaged in Friday's or yesterday's storms.  A picture of the damaged tree will be required.  Replacement of trees that have been removed due to damage will also be required.  An application is attached along w/ tree contractors who are licensed within the Village.

Please phone the Village Hall should you have any questions, comments or concerns.
