As the weather slowly warms, we each find ourselves searching the branches of trees for signs of Spring. Needless to say, however, trees do more than mark the change of seasons. Trees in Munsey Park provide visual beauty, enhance the value of our homes, muffle street noise, purify the air, calm the nerves and convey a sense of place that is timeless. In recognition of these benefits, the Village has a policy designed to protect and maintain trees on public and private property.
The Village is undertaking a review of its policy regarding tree maintenance with a view toward determining whether the current provisions of the Village Code relating to trees on private property and along the Village “right of way” (ROW) adequately reflect the interests, concerns and values of the Village and its residents.
In reviewing our policy and formulating any changes to this policy, we expect to consider the following areas:
• Standards for tree removal applications including requirements for replacement trees including size and variety of the replacement tree(s) to be planted with separate and specific reference to the Village ROW, private front yards and rear yards;
• Standards for tree pruning applications;
• Development and adoption of “best practices” standards for arborists licensed by the Village;
• Consideration of responsibility for maintenance of trees on the Village ROW;
• Consideration of incentives/disincentives for acceptance of replacement of trees on the Village ROW;
• Composition, duties and authority of the Village “Tree Committee”;
• Consideration of policies to promote tree replacement;
• Consideration of policies governing planting of trees and other landscape items on the Village ROW;
• Fiscal implications of the policies under consideration;
• Consideration of alternative sources of funding for tree replacement and maintenance; and
• Consideration of updates to the list of “specimen trees” to be promoted by the Village.
In order to accomplish the foregoing, we plan on convening a select group of interested residents to discuss the related issues. We are looking for a diversity of opinions from a cross-section of Village residents. We plan on keeping the working group manageable in size and expect participants to be available to meet two or three times to discuss the issues. It is expected that the consensus plan will be presented to Village residents for further consideration.

Please take the time to read the Village of Munsey Park March 2018 update. The Board is preparing the budget for the 2018-2019 fiscal year. Presented below is a financial snapshot of the Village, along with other important business. Our next meeting is April 11, 2018 at 7.30 pm. Warmest wishes to our residents celebrating the Easter and Passover holidays.
VILLAGE FINANCES: The proposed budget for the fiscal year ended May 31, 2019 was presented at the March meeting. The objective of the budget is to keep us fiscally sound while addressing needed improvements in infrastructure, maintenance and beautification. This proposed budget is meant to ensure we have a strong balance sheet if and when, we as a Village, decides to take on a major infrastructure capital improvement project, as well as be prepared for potential uncertainties. The proposed budget will be available on the Village website. Some key highlights:
• Our reserve fund is projected to be at about $1,500,000 at May 31, 2018.
• We are projected to run at a surplus of about $220,000 for the year ended May 31, 2018.
• Keeping property tax revenue flat and forecasting building improvement revenues to be consistent with the prior year when considering the amount of projects that have been put in front of BAC and scale.
• Our expenses for salaries and benefits, garbage and debt total about $1,200,000, representing 2/3 of our budget.
• Our garbage contract was renegotiated last year through the bidding process however represents a rise in costs of about 20% over the past 3 years.
• Our salaries and benefits have declined in the past couple of years due to retirements and less tenured employees.
• Included in the proposed budget is $50,000 of a contingency for possible overruns and or shortfalls.
• The budget includes $262,000 for road maintenance. With respect to roads, we will be working with our engineer to use the scaling map of roads and formulate a 5 year road improvement plan by road by year.
• The budget includes $233,000 for debt and interest which is set to be paid for 2021.
• The budget includes $30,000 for tree maintenance programs.
• The budget includes $20,000 for Village entryway beautification projects.
• The remainder of our budget is allocated to utilities and day-to-day expenses to running the Village.
GAS LINES UPGRADE: National Grid in collaboration with Asplundh Construction Co. will be upgrading the gas main along the north side of Park Avenue (east of Manhasset Woods Road) to Abbey Road, Burnham Place and Strickland Place. Work is expected to commence this week with the project concluding by the beginning of June. National Grid will schedule directly with each affected homeowner for hookup to the new gas lines resulting in interruption of service for one day. This may include the possibility of relocating gas meters to the outside of the home.
ROADS: In regards to the Hawthorne/North Eakins road improvement project, the survey work is still in progress. The three nor'easters prevented the surveyor from completing the work, but he will be there this week to finish, assuming the snow is gone. Accurate surveying of the road section cannot be done with any snow on the road shoulder. Meanwhile, the Engineer is in the process of preparing the bid books for the project, bids should be completed by the end of the month and bidding will commence shortly thereafter. Bids will presented to the Board in April or May and voted upon.
RADAR SPEED SIGNS: The Town of North Hempstead will be distributing radar speed signs paid for with state grants to Villages on the North Shore, including Munsey Park. The Village has been in contact with the Town to ensure our Village’s participation, when the signs become available.
VILLAGE COMMITTEES: Please welcome Joseph Williams to the BAC. He has lived in Manhasset since 2005, and in Munsey Park since 2012, with wife Colleen and their three daughters (11, 9 and 7) who are all students at Munsey Park Elementary School. Joe has been a Litigation Attorney for 25 years and was a former Assistant District Attorney. He currently maintains his own law practice in midtown Manhattan.
VILLAGE ARCHITECT: Please welcome Amy Urban as the new Village Architect. Amy is a New York State Registered Architect. She holds a Bachelor of Science in Civil Engineering from Bucknell University and a Master of Architecture from Rensselaer Polytechnic Institute. Amy will attend the Building Advisory Committee meetings along with the five committee members and the Village Building Inspector, Anthony DiProperzio. She will also work with the Village’s Zoning Board, Building Advisory committee, and the Building Inspector to review the building and zoning codes to propose revisions to help keep the character of the Village and ensure new construction does not overwhelm neighboring homes.
BOARD MEETINGS: Many residents have reached out to the Village regarding the timing of our monthly board meeting. Currently, the meetings are held in the evening at 7:30pm. There are many residents that cannot attend nightly board meetings because of the obligations they have in the evening and would like a more convenient time in the day, specifically in the early afternoon. The Board is looking into the possibility of having one board meeting (or several) during the day so that more residents may attend. We welcome your feedback on this issue.
ELECTION: On Tuesday, March 20th, the Village will hold elections for two Trustee positions and for Village Justice. The polling location will be at Munsey Park Village Hall from 12Noon until 9pm.
VOLUNTEERS: If any residents have a desire to get involved with the Village, please reach out to Mayor DeMento or any of the other Trustees.

Dear Residents,
We hope everyone fared safely through last night's storm.
Eakins Road between Park Avenue and Ryder Road is closed due to down power lines and a tree blocking the road.
Allston Place is also closed due to down wires. It should be assumed that these wires are LIVE and should be avoided at all costs. PSEG is aware of the situation as are the police.
The Village will waive permit fees for pruning and / or removal of trees that were damaged in Friday's or yesterday's storms. A picture of the damaged tree will be required. Replacement of trees that have been removed due to damage will also be required. An application is attached along w/ tree contractors who are licensed within the Village.

A winter storm is expected to begin the evening of Tuesday, March 6 and continue through Wednesday, March 7. An estimated five to eight inches of snow is predicted for North Hempstead.
We ask the following so we as a Village may be as effective and safe as possible during the storm.

The timeline for the gas main upgrade has been pushed up to begin the week of March 5th. National Grid expects the project to be completed ahead of June 1st.

At a recent Board of Trustees meeting a resident asked the Board to review the condition of sidewalks in the Village, implying that the sidewalks needed repair or replacement. As Village residents know, only two streets in Munsey Park have sidewalks: Park Avenue (from Munsey Place to Manhasset Woods Road on the north side and to Abbey Road on the south side) and Manhasset Wood Road (to Park Avenue). We asked the Village road crew to do a visual examination of the sidewalks and prepare a report to the Board. The report is below. In essence, the sidewalks in the Village are in relatively good shape. There is the some cracking (especially near driveway aprons) and minor lifting or settling but nothing out of the ordinary, especially for sidewalks that are, in some areas, close to 85 years old. None of these conditions require any repair work or replacement at this time. We also note that, to date, no complaints or claims have been received by or asserted against the Village based on the condition of the sidewalks.

As mentioned in our Winter 2018 Update, National Grid is in the preparatory stages of a gas main upgrade for sections of existing lines along Park Avenue from Manhasset Woods Road eastward to to Abbey Road North. This will also include Burnham Place and Strickland Place. Currently, they are marking out underground utilities along the Village Right-of-Way in the aforementioned locations. The project is scheduled to begin on or around April 1st.

Dear Residents,
Recently, an editorial in a local publication, described your Village Mayor, Trustees and employees as waging an “assault on civic duty”. We mean to set the record straight:
• The basis for the charge is that an unnamed “woman in the Village clerk’s office” told a reporter to submit a FOIL request in order to obtain the names of persons running for office in the upcoming Village elections. We agree: a FOIL request isn’t appropriate for such information. We’ll do a better job responding to such routine requests.
• The editorial questions why people “who filed petitions can be required to confirm that they want to run”; the answer is: state law. The petitions are nominating petitions; the person nominated by the petition must, by state law, accept the nomination.
• The editorial lumps Munsey Park with other “North Shore villages” that exhibit “brazen disregard for norms”. This accusation is particularly unfair. The other Villages named in the editorial failed a 2016 test based on adherence to FOIL requirements, while Munsey Park passed that same test. While we can always do better at responding to FOIL requests, we think it was misleading of the editorial not to make it clear that Munsey Park passed the test.
• Not surprisingly, the editorial appears to equate good government with the speed with which government responds to information requests from the press. We prefer to judge our performance by a different set of benchmarks:
- As announced at the February Board meeting, the Village expects the 2018/2019 Village budget to have a 0% tax increase;
- The current credit rating of the Village by Moody’s Investors Services is Aa2; in assigning this favorable, investment-grade rating, Moody’s cited our “stable finances supported by conservative budgeting, low pension and debt burden”;
- The Village has completed the renovation of its two parks – Copley Pond and Waldmann Memorial – at minimal or no cost to the Village residents;
- The Village has completed the re-planting and pruning of trees on Park Avenue and Manhasset Woods Road and the Village is undertaking the replanting of the Park Avenue hill and a vigorous re-planting program on other streets throughout the Village;
- The Village has completed the re-paving of Inness Place and portions of other streets; this Spring we will be re-paving Eakins Road (north of Park Ave.) and Hawthorne Place; additional streets will follow later in 2018;
- The cost of street re-paving is being funded by current cash flow and state grants. We believe that this approach is more conservative than the approach taken by a prior administration which, in 2007, took out a $2.75MM bond to repave a small portion of Village roads. We are still paying debt service on this bond in the amount of ~$300,000 per year (representing approximately 15% of the average homeowner’s Village tax bill), and the roads then repaired, now need to be repaired again; once the existing bond is repaid, the $300,000 will be used to accelerate the road renovation schedule; and
- Lastly, but perhaps most importantly, in the last report prepared by the Nassau County Police Department, there was no crime in Munsey Park.
As your Mayor and Trustees, our goal is to provide Village residents with a safe, welcoming, and beautiful Village that reflects the people who live here and deserve nothing less. We intend to continue to budget conservatively, with a view toward keeping taxes as low as possible. This approach necessarily means prioritizing projects; similar to how every household in the Village manages its finances. Much has been accomplished by the Village and we think the Village is in better shape – financially and physically – than ever before. We proudly stand on this record. However, we leave it to you, fellow residents, to determine whether we have been deserving of your trust.

BOARD OF TRUSTEES WINTER 2018 UPDATE
As Winter Break approaches, the Village would like to update you on the various improvements and issues that are going on in our community. We hope you have a safe and fun-filled President’s week.
ROADS: The Village is in the preliminary phases of the Hawthorne Place and North Eakins road improvement project. Survey work will take place this month to prepare the roadway and driveway specs for the project and we will keep residents updated as each phase arises. The Village has received an additional $165,000 from the state and will use the funds for various road improvements as indicated by the comprehensive road plan conducted last year, which is posted on the Village website. Last year, the Village completed the repaving of Inness Place and the intersection of Manhasset Woods Roads and Bellows Lane. Additionally, various cutouts, asphalt repairs, and curb replacements were conducted throughout the Village. We will continue to conduct minor road repairs this year as we prepare for the next road improvement project. We plan to undertake at least two major road projects each year. Once the Village pays off the current 2007, $2,750,000 public improvement serial bonds that mature in 2020, the Village will have approximately $300,000 in additional funds to put towards road repaving.
TREES: In 2017, the Village completed the maintenance and pruning (where necessary) of the trees on Park Avenue and Manhasset Woods Roads. In addition, we replaced the London Plane Trees and White Oaks along both roads where trees were missing. In 2018, we expect to continue with our tree replacement program where needed throughout the Village. Any residents interested in having a tree planted along the street in front of their home, should contact Village Hall.
IMPROVEMENTS: The Village is at the mid-point in renovating the landscaping on the north and south sides of the Park Avenue hill, one of the main entrances to the Village. We expect to plant flowering perennials on both sides of Park Avenue and eventually add flowering trees to the landscape. The Village is also considering adding landscape lighting to illuminate the walkways on both sides of the hill. We expect all residents will be delighted with these modest and cost-effective yet beautiful improvements.
VILLAGE FINANCES: We are in the process of preparing the budget for the 2018-2019 fiscal year, which begins on June 1 of this year. We will present the budget at our April board meeting. As we put together our budget we are currently projecting no tax increase for the upcoming year. We are able to keep taxes flat as the Village received state money to assist in the road paving projects, park project and other upgrades around the Village. Some of these funds were not needed and added to our general fund. In the coming year, we will continue to focus on ensuring that our costs are contained and that we focus on our roads and the proper care and safety of the trees that line our village.

POLICE: In response to complaints about west-bound cut-through traffic on Eakins Road and Ryder Road during the morning rush, NCPD has increased enforcement on those cut-through streets during that time. Please be aware of this increased police presence. If you do not see increased police presence, please let us know.

TRUSTEE APPOINTMENT: Last month, Patrick Hance resigned from the Board of Trustees citing time constraints due to new business endeavors. To fill his seat, the Mayor appointed Antonio D’Angelo, who served on the Village Architectural Review Board. Antonio is a Partner in the New York office of Deloitte Tax LLP and is the U.S. National Tax Managing Partner of the Consumer & Industrial Products Industry. Antonio has more than 20 years of experience in public accounting with extensive experience serving large multinational public and privately held companies. Antonio is a Certified Public Accountant (NY) and a member of the American Institute of Certified Public Accountants and the New York State Society of Certified Public Accountants. Antonio has an undergraduate degree from Hofstra University and a master of taxation from St. John’s University. Antonio resides on Abbey Road with his wife and three children.
NEW AMERICAN ARTISTS: As everyone may know, the roads in Munsey Park (excepting Park Avenue and MWR) are named after American artists and prints of some of these artist most famous works are displayed on the walls of Village Hall. The Village would like to invite Village residents of all ages to participate in a new endeavor which we are calling "New American Artists" - we would welcome suitable works of art prepared by residents for a limited display in Village Hall. More to follow on this program.

WALDMANN MEMORIAL PARK BEAUTIFICATION:
The Waldmann Memorial Park beautification project is scheduled for completion on November 4. The project contractor, “Grounds Guys," is donating a day of service to set engraved rocks and plant trees and perennial gardens. The Munsey Park Women's Club, led by the hard work of Audrey Garvin, raised $33,230 for the project; 124 residents donated funds to purchase 4 benches, 17 trees, 107 engraved bricks, 3,000 square feet of pavers, and several engraved rocks. In addition, Senator Elaine Philips awarded a $50,000 grant for the beatification project. Thank you to the MPWC, the residents that made donations and Senator Elaine Philips for making making this project possible.
ROADS UPDATE
Over the summer, the Village completed the Inness improvement project as well as the repavement of the corner of Manhasset Woods Road and Bellows Lane. Various asphalt cutouts and gutter repairs were also completed throughout the Village. The Village plans to undertake the road repair of Hawthorne Place and North Eakins Road next. This project will commence in the spring of 2018. If there is a road issue that concerns you, please contact Village Hall. Road complaints are compiled on the Village complaint list and rated and ranked in order of importance and urgency. All complaints are evaluated and reviewed from this list and addressed in this order. We thank you for your patience as these issues get addressed.
HALLOWEEN:
Please take special care when driving on Halloween and make sure you and your loved ones enjoy the holiday safely. As in past years, we expect a large tick-or-treating turnout on Ryder Road and ask that drivers avoid the area west of Manhasset Woods Road and south of Park Avenue from 3:30PM until Sunset. Please remember to respect your neighbors' homes and yards, while enjoying the holiday and respect the choice of those neighbors who decline to participate. When out trick-or-treating, also remember to lock your home and car doors. We have requested increased NCPD presence to ensure everyone's safety.
LEAF & BULK ITEM PICK UP:
Arrangements have been made with Meadow Carting for special leaf collection on four consecutive Saturdays beginning Saturday, November 4th. Leaves should be bagged in clear or black bags and placed at the curb. Residents are reminded that Meadow Carting is obligated to collect bulk items under our contract with them. Residents must schedule the pick-up with Meadow by calling 516-338-0121. Under no circumstances are items (other than leaves on the specified days) to be left at the curb (even on the day of pickup). Items should be left on the driveway near the house in view of the street. Please make sure that any cars or other items blocking the path to the street are moved so that Meadow can easily move the items down the driveway into the truck.
TREES:
The Village has ordered replacement White Oak trees for Manhasset Woods Road where there are gaps in the tree-line. We have also ordered replacement planting of London Plane Trees on Park Avenue where needed. Planting is estimated to occur in late October/early November, after the first frost. The trees selected are beautiful specimen trees from one of the most highly regarded tree farms in the area. The Village also continues to seek indications of interest from homeowners that would like trees planted in front of their homes. We will be visiting with those homeowners over the next few weeks to discuss the viability of planting specimen trees in the requested locations.
NCPD & TRAFFIC SAFETY:
The Board of Trustees continues to meet with the NCPD to ensure adequate resources are available for residents' safety and security. We are working together to increase police presence and slow traffic in the Village through increased enforcement and the use of traffic control devices. On November 15, the Acting Commanding officer of the 3rd pct., Deputy Inspector Greg Abruzzo, is holding a meeting with Community leaders, local government officials, school officials and residents. The purpose is to discuss resources available to the community as well as address any questions or concerns within the 3rd Precinct.

ACCESS TO MUNSEY PARK ELEMENTARY SCHOOL:
Once again, we thank Senator Elaine Philips for awarding a $50,000 grant to the Village and County Legislator Richard Nicolello for awarding a $70,000 grant to the School for this project. Unfortunately the bid for the Manhasset School District's planned Congregational-to-Munsey Park Elementary School walkway came in over budget. More information will follow regarding plans to move forward when it is available.
VOLUNTEERS:
Our Village is driven by residents volunteering for varying positions. If you have a desire to get involved any of the Village Boards, especially the Tree Committee, please reach out to Mayor DeMento or any of the other Trustees.
