MINUTES for the April 11, 2007 meetings were approved as submitted.
The Clerk/Treasurer reported on Village revenue and expense. Disbursements as detailed in Abstract of Vouchers in the amount of $103,052.08 were approved for payment.
JUSTICE REPORT for April 2007 was submitted by the Clerk. It stated revenues in the amount of $3,270.00, of which $705.00 was from parking violations.
POLICE REPORT for April 2007 was distributed to the Board. During the month of April, 52 tickets were issued (63 for Vehicle & Traffic violation and 19 for Parking). There were no burglaries, five auto accidents and four aided incidents other than auto. The Mayor noted that April was a very quiet month.
BUILDING INSPECTOR REPORT for April 2007 was submitted to the Board. There were no building matters for the Board this month.
CLERK’S REPORT
Clerk received a letter from, Mimi Donohue, Executive SCA President, requesting permission to put up balloons around Munsey Park to remind residents to Vote for the School Budget and the Board Elections on May 15. The balloons will go up at 6:00 am and be down by 9:00 pm the same evening. The Clerk received a complaint that during the last elections, there were signs recommending how to vote on the balloons. She spoke to the SCA, and they affirmed they did not put those signs up.
It was moved by Mayor Nicolaides and seconded by Trustee Phillips that the Board approve the request by the SCA provided that its balloons only announce the election and not electioneer how to vote.

MAINTENANCE crew is busy filing potholes and cleaning the streets. Spring clean-up and the spring planting are also underway. No parking, stopping, and standing signs for Hunt Lane came in today, and will be put up as soon as possible.
ANNUAL PHASE II STORM WATER ANNUAL MEETING
Mr. Kenneth Pritchard of Dvirka and Bartilucci presented the annual report in compliance with DEC and EPA requirements. There has been public education and outreach, and two storm water articles have been published in the Manhasset Press. In addition, a storm water web page has been written and will be included on the Village website. Mr. Pritchard went through the implementation and management practice. Public education is extremely important and will be ongoing. Mr. Joseph Evans, the Village representative for the Manhasset Bay Protection, had a prior commitment and could not attend the meeting, but he had reviewed the report and recommended that the Board approve it. Mr. Conetta is preparing a final report for the Mayor’s signature.
RECOMMENDATION OF AWARD – 2007 ROAD BID
Mr. Kenneth Pritchard, Dvirka & Bartilucci, explained that the Notice to Bidders appeared in the paper. The bid opening was Friday, May 4, 2007. The Board reviewed the bid proposals, which were as follows:
Stasi Brothers Asphalt Corp. $2,244,031.00
Pioneer Asphalt $2,022,022.00
Newborn Construction, Inc. $2,431,567.00
Pratt Brothers, Inc. $2,513,738.00
New York Paving, Inc. $1,996,969.00
The recommendation by Kenneth Pritchard was for the Board to review the references of New York Paving, Inc. as low bidder. To Mr. Pritchard’s knowledge, New York Paving, Inc. has performed acceptably on projects of a similar size and nature for other Nassau County municipalities. The Mayor will meet with New York Paving, Inc, tentatively, either on Monday, May 14 or Tuesday, May 15.
BLOCK PARTY – STUART PLACE BETWEEN BELLOWS AND HUNT LANE
The Board discussed the application submitted by Nancy Giannone to conduct a block party on Saturday, June 23, 2004, from 3:00 PM to 11:00 PM, on Stuart Place between Bellows Lane and Hunt Lane, with notice that alcoholic beverages may be consumed. The application in support included signatures of fifteen (15) residents affected by the closure of the road. Alcoholic beverages may be consumed at a block party, which has been organized and made known in writing to the Board of Trustees in advance of the event.
A motion was made by Trustee Puttré and seconded by Mayor Nicolaides to approve the above block party.

2007/2008 TAX LEVY
The Board reviewed the new 2007/2008 Tax Levy and the proposed Adjusted Base proportions, which have not as yet been certified by the Nassau County Legislature May 9, 2007.
The following is a resolution that was tabled for Deputy Mayor Jaronczyk to review the figures he received.
The following motion was made by Mayor Nicolaides and seconded by Trustee Puttré.
WHEREAS §1420 of Real Property Tax Law of the State of New York mandates that the Board of Trustees levy the tax for the ensuing year by May 15:
BE IT RESOLVED that there be levied and assessed against the real property of the Incorporated Village of Munsey Park the following sums for Village government and other charges for the fiscal year 2007/2008:

RECOMMENDATION OF AWARD – 2007 TREE PLANTING
Proposals for the 2007 Tree Planting, were received by Richard Gibney of Gibney Design Group. According to the recommendation of Richard Gibney, the lowest quote was from Scenic Designs Inc. The proposals were as follows:

North Shore Tree & Landscaping $13,466.00
Harder Tree and Landscaping Service $17,075.00
A motion was made by Deputy Mayor Jaronczyk and seconded by Trustee Brennan
to approve the above proposal.

EMERGENCY MANAGEMENT
Paul Becker, the emergency management person for the Village, was present at the meeting. The Mayor explained that Kevin Kelly, from the Town of North Hempstead, has asked all the Manhasset Villages to join the Town’s plan for PODS as the key to emergency management, and explained that they will meet at Manhasset High School. The Villages will still need fully trained personnel to help with the three 8-hour shifts. Mr. Becker will keep the Village informed on any new information for emergencies.
It was moved by Mayor Nicolaides and seconded by Trustee Jaronczyk that the Board adjourn to the executive session to discuss legal matters.

The Board adjourned to executive session at 9:00 pm.
No action was taken and the Board returned to the open meeting at 9:30 pm.
VERIZON
After a brief discussion about the Verizon meeting May 30, 2007, the Board approved the following legal notice:
