The Mayor called the meeting to order at 8:00 PM.
MINUTES for the meeting of January 10, 2007 were approved as modified.
FINANCIAL
The Clerk/Treasurer presented vouchers from January 11, 2007, to February 14, 2007, for payment. The amount of $71,610.31 was approved for payment, as detailed in the Abstract of Vouchers.
JUSTICE REPORT for January 2007 was submitted by the Clerk and stated court revenue in the amount of $5,585, of which $2,135 was for parking violations. As of January, the Village has collected about 82% of the budgeted revenues.
POLICE REPORT for January 2007 was distributed to the Board. During the month, 74 tickets were issued (28 for vehicle and traffic violations and 46 for parking violations). There were seven auto accidents, one burglary on Manhasset Woods Road and one report of larceny (other than auto).
CLERK’S REPORT
The Clerk told the Board that Lenore Regan, Clerk to the Justice was elected President of the Nassau/Suffolk Court Clerk Association for a two-year term. The Board commended Ms. Regan for her Election
The Clerk told the Board she is working with Joseph Evans for a possible grant for the Copley Pond project. The grant must be submitted by March 15, 2007. Mr. Evans gave a brief update on the process. The Board asked Mr. Evans to find out if the Village would still be eligible for the grant if the Village completed the project before the award of the grant.
MAINTENANCE personnel worked all night from February 13 to 14 because of the snow and ice storm, beginning 9:00 PM Tuesday through 6:00 PM Wednesday and did a very good job. The crew will be back early in the morning February 15th to finish. Trustee Brennan was concerned about the plows hitting the Belgium Blocks. Deputy Mayor Jaronczyk stated that rods are used in the parking lot where he works, to prevent such problems, and asked the Clerk to have Dave look into it.
There were some problems with the flags on Park Avenue that were located at the curb line. Some residents took in the flags to protect them.
The Mayor spoke about James J. Regan from Park Avenue, an Army Ranger who Regan was recently killed in Northern Iraq. A wake will be held at St. Ignatius Retreat House, 251 Searingtown Road, Manhasset, on Thursday, February 15 from 1 PM to 5 PM and 7 PM to 9 PM. The funeral Mass will be at St. Mary's Church on Northern Boulevard on Friday, February 16 at 2 PM. Burial will be in Arlington National Cemetery with full military honors.
Mayor Nicolaides asked for a moment of silence honoring James Regan. The Board is looking into having a memorial dedicated in memory of Mr. Regan and others lost in the war. Possible location for the dedication would be Waldmann Memorial Park or the memorial located on Hunt Lane.
COUNSEL’S REPORT / COURT MATTER
Counsel requested permission to schedule a Public Hearing for Proposed Local Law 1-2007, a local law providing for establishing storm water control and erosion and sediment control in the Village of Munsey Park.
A motion was made by Trustee Phillips and seconded by Mayor Nicolaides to schedule a public hearing for Proposed Local Law 1-2007 to be held March 14, 2007.

The Board reviewed the Inter-Municipal Agreement with the Town of North Hempstead. The Board agreed this was needed and gave its approval for the Mayor to sign the agreement.
A motion was made by Deputy Mayor Jaronczyk and seconded by Trustee Phillips to authorize of the Mayor sign the Inter-Municipal Agreement with the Town of North Hempstead.

BUILDING INSPECTOR REPORT for January 2007 was submitted to the Board.
ROAD CONSTRUCTION
The Mayor read a report received from Ken Pritchard, the Village engineer from Dvirka & Bartilucci, stating that the roads topographic survey and fieldwork was about 75 percent complete. Base mapping/profiling is about 25 percent complete. At this time, the road project is on target.
Manhasset Lakeville Water District would like to coordinate with the Village on some hydrant replacements.
Copley Pond base map is complete and has been given to Richard Gibney. Dvirka & Bartilucci will have preliminary drawings and cost estimates for discussion at the March Board meeting.
BUILDING MATTERS
No building matters this month.
PROPOSALS FOR BID
The Clerk asked for approval to prepare the legal notice for the tree pruning/removals bids.
It was moved by Mayor Nicolaides and seconded by Trustee Brennan that the Board approve the Clerk sending out the proposals and preparing the legal notice for the bids.

PUBLIC COMMENTS
Joseph Evans from Bartlett Drive asked if the Village could get the State to put a “Do Not Block the Box” at the Park Avenue and Searingtown Road. The Board asked the Clerk to check with the State, since Searingtown Road is a State road.
The Mayor explained that the Board was required to go into executive session to discuss legal matters and if anyone wished to wait, the Board would return to the open meeting later.
It was moved by Mayor Nicolaides and seconded by Trustee Jaronczyk that the Board adjourn to the executive session to discuss the selection of a financial advisor.

The Board adjourned to executive session at 9:00 PM.
No action was taken and the Board returned to the open meeting at 9:30 PM.
After a brief discussion the Board approved Munistat Services, Inc., Financial Advisory Service Agreement subject to completion of a satisfactory reference check.
It was moved by Deputy Mayor Jaronczyk and seconded by Trustee Phillips that the Board enter into the agreement presented by Munistat Services Inc., a copy of said agreement will be attached to the minutes.
