The Mayor called the meeting to order at 7:30 p.m

 

MINUTES for the meeting of November 9, 2011 were approved as corrected.

 

CLAIMS for November/December were presented, as detailed in the Abstract of Vouchers in the amount of $90,937.95.  After review, the Board approved all for payment.

 

JUSTICE REPORT for November, 2011 was submitted and stated revenues in the total amount of $6,195.00.

 

LIPA

The following representatives from LIPA, Lauren Brookmeyer, District Manager; Paul Matter, Manager of Electric Services; and Tom Barracca, Manager of Reliability Services, addressed the residents of Munsey Park in regard to the problems with outages.  Ms. Brookmeyer advised those in attendance that plans were in the works to remove several trees in the area, prune more aggressively and bring another line into the northeast corner of the Village.  An outage map was presented and locations of the repairs addressed.  Ms. Brookmeyer will report to the Mayor on any updates and hopefully be able to again address the residents in February with LIPA’s progress.

 

CABLEVISION

Motion to adopt a resolution to present at the public hearing regarding renewal of the Cablevision franchise on November 29, 2011 made by Trustee Puttre’, seconded by Mayor Nicolaides and unanimously approved.  (See resolution attached to these minutes)

LOCAL LAW #3 – 2011  Generators

Local law #3 - 2011 amending Section 119-2 (B)(14) of the Village Code entiled Generators and Portable Generators.  The Mayor opened the public hearing on the adoption of this local law, and all who wished to be heard, were heard.  The transcript is on file at the Village Hall.After review, the hearing was closed on a motion made by Mayor Harry Nicolaides, seconded by  Deputy Mayor Albert T. Jaronczyk  and unanimously carried.  Mayor Harry Nicolaides made the motion to adopt Local Law #3 – 2011, which was seconded by Deputy Mayor Albert T. Jaronczyk and unanimously carried.  (A copy of the local law will be annexed to these minutes.)

 

LOCAL LAW #4 – 2011  2% Property Tax Cap

Local law #4 - 2011 enacting a new local law entitled “A Local Law to override the tax levy limit established in General Municipal Law 3-c.  The Mayor opened the public hearing on the adoption of this local law, and all who wished to be heard, were heard.  The transcript is on file at the Village Hall.  The hearing was closed on a motion made by Deputy Mayor Albert T. Jaroncyck, seconded by Trustee Sheila Brennan and unanimously carried.  .  Deputy Mayor Albert T. Jaroncyck made the motion to adopt Local Law #4 – 2011, which was seconded by Trustee Sheila Brennan and unanimously carried.  (A copy of the local law will be annexed to these minutes.)

 

 

SCHOOL MEETING

The Mayor advised the Board that he had attended a meeting with residents who live around the Munsey Park School and the Superintendent of the Manhasset School District, Mr. Cardillo and the Principal of the Munsey Park elementary School, Dr. Kendall, to discuss the parking and traffic problems created by cars picking up or dropping off students at the Munsey Park School.  Many residents complained about the traffic and severe congestion that occurs in the morning and afternoons.  Mrs. Deborah Miller gave pictures showing the traffic conditions to Mr. Cardillo and Dr. Kendall for their review.  It was agreed that the school would make every effort to use their custodians to control the traffic and would look into alternate entrance and exit locations for safety reasons.  The Mayor will report back to the Board with updates.

 

GOLDRICK – 745 HUNT LANE

 

Mr. Goldrick, 745 Hunt Lane, has placed four hornbeams in the Village right of way.  He was asked to remove the trees and place them on his property.  After discussions with the Mayor, Mr. Goldrick offered to transplant a Village tree (Zelkova) on the public right of way near his property to another village location at his cost and also agreed to maintain the four hornbeams in the Village right-of-way, subject to conditions to be imposed by the Village.  The hornbeams ownership was going to be transferred to the Village. The Mayor requested that the Village Attorney draw up an appropriate agreement to be signed by both parties and placed in Mr. Goldrick’s file.

 

 

PLANNING BOARD RULES

 

The Village Attorney presented to the Board samples of subdivision rules and regulations and application forms used by another village that his firm represents.  He explained that the Village Board serves as the Planning Board.  An architect has approached the Village about doing a subdivision, and the Village Attorney recommended that the Village Board adopt these rules and regulations and forms in order to process the application. Accordingly, after discussion, Mayor Nicolaides moved that the Village adopt these rules and regulations and application forms for subdivisions and that the Village Attorney be directed to finalize these documents as rules and regulations and applications for the Village of Munsey Park.  The motion was seconded by Trustee Brennan and upon unanimous vote of the Village Board, was adopted.

 

 

 

 

There being no further business, the meeting was declared adjourned at 10:15p.m.
