The Mayor called the meeting to order at 7:30 p.m

 

MINUTES for the meeting of July 13, 2011 were approved as corrected.

 

CLAIMS for July & August were presented, as detailed in the Abstract of Vouchers in the amount of $138,659.32.  After review, the Board approved all for payment.

 

JUSTICE REPORT for July & August, 2011 was submitted and stated revenues in the total amount of $9,140.00.00.

 

POLICE REPORT for August, 2011 was distributed to the Board. During the month of  August, the following activity was noted:

Burglary 0

Robbery 0

Larceny 0

Summonses VTL 22 PRKG   6

 

GRADE APPLICATION

Mr. Wong, 67 Manhasset Woods Road is requesting a change of grade to his property in order to add plantings and retaining walls.  This would enhance his property and give more backyard space for his children.  All unanimously approved the grade change and the building inspector will review the plans.

 

 

 

 

 

HALLOWEEN

Mr. & Ms. Penn from Ryder Road spoke to the board concerning the excessive amount of children on Ryder Road.  Last year the Penn’s spent over $70.00 on candy.  They are also concerned about the mobs of kids and parents in the street who come to the homes for candy.  The Board stated that this is a private event but agreed that the Village will again notify the police, the principal of the school and the Women’s Club to curb the number of children.  The Village Clerk will have “no parking signs” placed on Park Avenue.

 

 

174 RYDER ROAD

Mr. Thomas Pierini from 114 Ridge Crescent and Mason Power from 99 Thayer Road addressed the Board concerning the bushes that overhang onto Ridge Crescent.  The bushes belong to the property at 174 Ryder Road.  The bushes are so overgrown and hang over the road causing lack of sightlines to both pedestrians and motor vehicles.  Both Mr. Pierini and Mr. Power are concerned about the safety of everyone and are requesting the Board handle this dangerous situation.  The Mayor requested that the building inspector issue a summons concerning these plants as well as a letter to the homeowner  involving the height and location of the hedge.  The owner of 174 Ryder should provide a new survey with the location of the hedges to be compared to the original application of 2001.

 

 

LIPA

Mrs. Mary Sauvigne from 312 Trumbull wanted to address the Board concerning LIPA’s performance during Hurricane Irene.  LIPA never had any answers for the residents, the village hall could not help and the residents in the northeast corner of the Village were the only ones without power for six (6) days.  This is unacceptable and this is not the first time.  This corner of the Village constantly looses their lights and Mrs. Sauvigne wants some type of information.  The Mayor explained that he has attended several meetings with LIPA and that LIPA is reorganizing their communication contacts. The Mayor will continue to talk to LIPA officials.

 

 

INTRODUCTION OF LOCAL LAW #2 – 2011 SNOW EMERGENCY

The Village Attorney presented to the Board the draft of Local law #2 - 2011 enacting a new local law entitled “Declaration of Snow Emergency” to be added to Chapter 157 of the Village Code.  The Board discussed the proposed local law and it was moved by Mayor Harry Nicolaides, seconded by Trustee Sheila Brennan and unanimously carried that a public hearing would be scheduled for October 12, 2011 at 7:30 pm on the Local Law #2 -2011.

 

The adoption of the proposed local law under SEQR will not result in any significant adverse environmental impact.  A copy is available for public viewing at village hall.  Motion made by Deputy Mayor Albert T. Jaronczyk, seconded by Mayor Harry Nicolaides and unanimously carried.

 

The Clerk is directed to provide notice of this public hearing as required, and to forward copies of the proposed local law and SEQRA determination to the Nassau County Planning Commission as required by §239-m of the General Municipal Law of the State of New York.

 

 

PORTABLE GENERATORS

 

Due to Hurricane Irene, many residents bought or rented portable generators.  In some cases the noise from these portable generators were well above the noise decimal range of 55 dba, which is in the Village Code for permanent generators along with screening for sound muffling.  Due to the emergency, the Mayor suggested that portable generators could be used during the day similar to contractor’s work hours.  The Mayor had two generators brought to village hall to demonstrate to the Board the difference in the noise level.  The commercial generator decimal was well over 70 dba, while the residential Honda generator was at 59 dba.  The Board will continue discussion of use of portable generators, but several Board members felt that a noise level of 60 dba at nighttime was acceptable.

 

There being no further business, the meeting was declared adjourned at 10:35p.m.
