The Mayor called the meeting to order at 8:00 PM.

 

MINUTES for the meeting of December 13, 2006 were approved as submitted.

 

The Clerk/Treasurer presented vouchers from December 12 to January 10, 2007. 

The amount of $57,678.71 was approved for payment, as detailed in the Abstract of Vouchers. Included in the total were $34,033.37 for garbage and yearly leaf collection, approximately $3,965.54 for truck repairs and $2,000 for street sweeping.

 

JUSTICE REPORT for November 2006 was submitted by the Clerk and stated court revenue in the amount of $6,010, of which $2,140 was for parking violations.  As of December, the Village has collected about 80% of the budget revenues.

 

POLICE REPORT for December 2006 was distributed to the Board.  During the month, 81 tickets were issued (26 for vehicle and traffic violations and 55 for parking violations). There were seven auto accidents, one report of auto larceny and one for criminal mischief.

 

CLERK’S REPORT:  The Clerk told the Board that the final selection for the Urban Forestry Tree Planting Grants had been awarded and the Village was not selected for funding this year.  There were a total of 131 proposals submitted and only 32 were selected.

 

MAINTENANCE personnel have been getting the trucks ready for winter and getting the leaves off the street.

The Clerk spoke about the proposal from Hefferin Tree & Landscape Contracting, Inc, to repair the wall and grind the tree at the entrance wall at Manhasset Woods Road.  The Clerk explained that Hefferin will subcontract the wall and the company’s insurance is up to date.

 

A motion was made by Deputy Mayor Jaronczyk and seconded by Trustee Phillips to approve the proposal from Hefferin Tree & Landscape Contracting, Inc, to repair the wall and grind the tree.

The Mayor declared the proposal approved.

 

COUNSEL REPORT / COURT MATTERS

The Village Attorney submitted copies of the Inter-Municipal Agreement with the Town of North Hempstead for review.  The Board will review this and decide whether to execute it at the February 14 meeting.

 

BUILDING INSPECTOR REPORT for December 2006 was submitted to the Board.

 

ELECTIONS

The Clerk spoke briefly about the upcoming election, and requested the appointment of Election Inspectors for the March 20, 2007, Village election.  The following resolutions were offered:

 

RESOLVED, that pursuant to §15-118 of the Election Law of the State of New York, this Board does determine, designate and set forth the following matters in relation to the General Village Election to be held on March 20, 2007:

 

The hours for election shall be from twelve noon to nine o'clock in the evening.

The election shall be conducted at the Village Hall, 1777 Northern Boulevard, in said Village.

 

RESOLVED, that pursuant to §15-116 of the Election Law of the State of New York, this Board does hereby appoint the following persons to serve as Inspectors of Election on Election Day, March 20, 2007:

 

            Virginia Davidson, Chairman                  420 Hunt Lane

Spencer Davidson                                 420 Hunt Lane

William D'Antonio                                 29 Stuart Place

Virginia D'Antonio                                 29 Stuart Place

 

and it was further

 

RESOLVED, that the Clerk be authorized to appoint alternates pursuant to the provisions of the Election Law of the State of New York;

 

and it was further

 

RESOLVED, that compensation shall be at the rate of $90.00 per person.

The motion was approved. 

 

ROAD CONSTRUCTION

Ken Pritchard, the Village engineer from Dvirka & Bartilucci, reported that the 2006 Road Improvement Project being performed by the contractor Stasi Bros., is near completion.  There remain some items for correction.

 

There was further discussion regarding the proposed project encompassing three phases of approximately 11,100 linear feet.  Mr. Pritchard submitted a map of street segments and their approximate lengths and outlined the three phases.  The order of the three phases is dependent upon the project’s starting date. The phases will be set at the pre- construction meeting.

 

Ken Pritchard, along with Rich Gibney of Gibney Design Group, submitted and discussed the preliminary plans, and described the scope of what materials would be used to repair and rebuild the pond.  In particular, the discussion focused on the use of Coir Log versus boulders. The pond would have wild life fencing and self-rooting plants. The Board also talked about tagging the trees. Dvirka & Bartilucci has begun surveying the pond and should be finished in a few weeks.

 

BUILDING MATTERS

Mrs. Grace Zaso, 305 Kensett Road, Application # 6015, appeared before the Board to get approval for the etched glass sidelites that were not approved by the Building Advisory Committee.  Mrs. Zaso had originally received the letter from the Board indicating that a permit had not been filed for the door and sidelites. After filing a permit, the Building Advisory Committee approved the door but not the etched glass sidelites. 

Mrs. Zaso then sent a letter to the Board with a list of approximately 17 homes with similar types of sidelites and doors and could not understand why the Building Advisory Committee would not approve hers.  Mayor Nicolaides explained that they were just starting to review all of the files and applications for doors and sidelites to make sure they are in compliance with the Village codes.  The Board explained that the Building Advisory Committee had compiled a book of types of doors and sidelites that might be used.   Deputy Mayor Jaronczyk explained to Mrs. Zaso that before she goes back to Building Advisory Committee, he would first review her request.

 

CABLEVISION

Trustee Puttré gave a brief update on the December 20th ruling of the FCC, which might limit the power of villages to negotiate franchises with providers.
